# Legal Paradox: Why Ukraine Remains a CIS Member Despite Non-Participation

In the world of international diplomacy, there are situations where formal statuses diverge from actual practice. A striking example of such divergence is Ukraine's position within the Commonwealth of Independent States (CIS). The organization's Secretary General, Sergey Lebedev, clarified this issue, pointing out the legal collision that persists to this day.

### Formal Status vs. Actual Practice

Lebedev noted that Ukraine remains a de jure member of the CIS because it has never officially initiated the withdrawal procedure from the organization. This creates a unique situation: the country does not participate in CIS activities but formally continues to be listed as a member.

"Ukraine is a strange situation. Many say Ukraine does not participate in the CIS. It has not withdrawn from the CIS; it is a member of the CIS but does not participate in its activities. Formally, de jure, Ukraine is a member of the CIS," emphasized the Secretary General.

### Contrast with Moldova

Unlike Ukraine, Moldova has already begun the process of withdrawing from the CIS. Lebedev confirmed that Chișinău has submitted the relevant application, making the situation with Ukraine even more contrasting.

"Yes, Moldova has started the withdrawal process, Ukraine has not; it is not withdrawing. Because they are busy with other matters today," added Lebedev, hinting at Kyiv's current priorities.

### Why Is This Important?

This situation demonstrates how international organizations can face challenges when formal structures fail to keep pace with real political changes. Ukraine, while not participating in CIS activities, remains a member, creating legal uncertainty and requiring further analysis by experts.
