# Digital breakthrough in schools: how Ukraine is changing its approach to textbooks in 2026

The Ukrainian education system is taking a significant step towards digitalization. The Cabinet of Ministers has decided to reallocate budget funds to equip schoolchildren with interactive electronic applications for textbooks. This decision, announced by the Ministry of Education and Science (MES), aims to modernize the learning process and make it more accessible for all categories of students.

### Budget without additional expenses

A key aspect of this initiative is its financial transparency and the absence of a burden on the state budget. The government has allocated 164.3 million hryvnias for the purchase of digital materials for schools in 2026. These funds are not new inflows — they are formed from the remainder of a special fund, which allows for the implementation of a large-scale project without increasing state expenditures.

### Who will get digital textbooks?

The scope of the program will be broad. Interactive applications will be introduced for students in grades 4, 6, 7, and 9. Special attention is paid to inclusive education: the procurement plan includes digital materials for children with special educational needs, as well as textbooks printed in Braille.

The MES emphasizes that an interactive application is not just an addition, but an integral part of a modern textbook, enshrined in the Law "On Education". Such materials include:

    - Interactive exercises to consolidate knowledge;

    - Video materials and animations;

    - Multimedia content that increases interest in the subject.

### Accessibility anywhere in the world

The most important advantage of digital applications is their accessibility. Links to materials are placed directly in printed textbooks and are also available on the "All-Ukrainian School Online" platform and the website of the Ukrainian Institute for Education Development. This is critically important for children abroad or in temporarily occupied territories, allowing them to receive quality education regardless of their location.

### Development of NUS standards

The introduction of electronic applications is a continuation of reforms started within the framework of the "New Ukrainian School" (NUS). In 2025, the state for the first time financed the centralized purchase of 110 electronic applications for all paper textbooks for eighth-grade students. In the future, it is planned to create such applications for all new textbooks developed according to NUS standards.

The Ministry has also updated the requirements for the technical characteristics of applications. Now they must ensure offline access, adapt to various devices, and be as convenient as possible for all users, including those with special educational needs. Content improvement will take place based on feedback from teachers and students.
