Ukraine has gained the ability to purchase weapons and military equipment from British manufacturers using funds from a European loan. Brussels and London have completed the final stage of coordinating the agreement, which will be a significant step in supporting Kyiv.

### Final negotiations and announcement date

Official confirmation of the deal is expected as early as Monday, July 13. The announcement will take place during a meeting of the "coalition of the willing" in Paris, where, with the participation of European Commission President Ursula von der Leyen, the parties will summarize the results of months of negotiations.

The Netherlands advocated particularly actively for the speedy signing of the document. The European Union is convinced that opening access to the British market will strengthen the integration of the defense industries of Ukraine and the United Kingdom, as well as significantly simplify the logistics of supplying weapons to the front.

### Overcoming disagreements and summit context

The decision to open credit funds for British companies was a compromise reached by the parties after difficult discussions. Previously, negotiations on the UK's accession to the EU's SAFE defense fund (worth 150 billion euros) had reached a deadlock due to Brussels' demands for a fixed fee for access.

A breakthrough in negotiations occurred this week on the sidelines of the NATO summit in Ankara, where British Prime Minister Keir Starmer held a number of key bilateral meetings. The need for the rapid provision of air defense systems and deep-strike weapons to the Armed Forces of Ukraine has intensified against the backdrop of harsh Russian attacks on Kyiv and preparations for a difficult winter.

### Impact of London's domestic politics

Initially, the agreement was planned to be announced later, at the official UK-EU summit, together with decisions on investments in the technology sector. However, plans had to be adjusted due to domestic political processes in London.

Prime Minister Keir Starmer is resigning. On July 20, he is due to hand over the powers of the head of government to former Greater Manchester Mayor Andy Burnham, who is currently gathering candidates to participate in the intra-party race. Despite the change in power, the agreements on military aid remain in force.

### Exchange of experience and new support mechanisms

Parallel to financial agreements, there is an exchange of experience in the field of armaments. The British Army is creating a new special group for the accelerated deployment of drones. London is adopting Ukraine's experience to create a drone unit, allocating significant funds for autonomous weapons to counter threats from Russia.

The main goal of this step is the rapid implementation of modern technologies based on the real combat experience of Ukrainian military personnel. In addition, on the eve of the NATO summit in Ankara, four alliance countries proposed a new defense financing mechanism designed to make military aid to the Ukrainian army more effective and operational.
