# Ukraine's Supreme Court rejects Petro Poroshenko's lawsuit to lift sanctions: former president intends to appeal the decision

The Supreme Court of Ukraine has issued a final ruling on the high-profile case regarding the lifting of personal sanctions against the country's fifth president. The Cassation Administrative Court rejected Petro Poroshenko's lawsuit aimed at cancelling the restrictions imposed by the National Security and Defense Council (NSDC).

### Court ruling: rejection of the lawsuit

As announced during the broadcast of the hearing, the judge read the verdict stating that the administrative lawsuit filed by Petro Oleksiyovych Poroshenko against the current president, Volodymyr Zelenskyy, has been dismissed. The ruling also involves third parties — the NSDC, the Cabinet of Ministers, and the Ministry of Economy.

The court decided to reject the request to declare the decree on sanctions unlawful and to lift them. Thus, the restrictions imposed on the former president remain in force.

### Poroshenko's position and future plans

Petro Poroshenko commented on the court's decision, calling the sanctions imposed against him "illegal" and "politically motivated." Despite the rejection by the Cassation Administrative Court, the former president declared his intention to continue the fight within the legal framework. He promised to appeal the verdict to the Grand Chamber of the Supreme Court.

During the consideration of the case, Poroshenko also claimed there was pressure on the court, accusing Iryna Mudra, Deputy Head of the President's Office, of this. However, the President's Office categorically rejected these allegations. Mudra emphasized that her function is limited to forming the state's legal position, and she called the accusations of pressure baseless and dangerous for the independence of the judicial process.

### Essence of restrictions and context of the case

Personal sanctions against Poroshenko were implemented in February 2025 by a decree of President Volodymyr Zelenskyy. The decision was made based on an NSDC resolution concerning a number of individuals, including the former head of state.

The measures provided for by the sanctions are comprehensive and include:

    - Freezing of assets;

    - Deprivation of state awards;

    - Restrictions on trade operations, transit, flights, and transportation within the territory of Ukraine;

    - Prevention of capital flight abroad.

The sanctions were imposed indefinitely. Poroshenko challenged this decision by filing a lawsuit, but his arguments were not accepted by the cassation instance.
