# Ukrainian foundations as subjects of diplomacy: how volunteers organized the transfer of Finnish equipment to Izyum

On Thursday, July 23, a solemn ceremony took place in the square in front of the "Motherland Monument" in Kyiv, marking the finale of a large-scale humanitarian project. In the presence of representatives of the Finnish diplomatic mission and the Ministry of Foreign Affairs of Ukraine, critically important equipment was handed over to the city of Izyum and its military administration.

The organizers of this initiative were two Ukrainian charitable foundations — the "Coordination Headquarters of Volunteers" and "General Strength of Ukraine". They acted as the architects of the process, taking on all organizational work: from the initial contact with Finnish partners to final logistics and documentation.

### What was transferred to Izyum

As part of the project, the following humanitarian equipment was transferred to the Izyum community, which suffered during the hostilities:

- Three tractors;

- One TIR tractor unit;

- Ten generators.

This equipment will provide significant support for restoration work and ensuring the energy resilience of the region.

### The role of volunteers in international diplomacy

The event demonstrated that Ukrainian civil organizations are capable of acting as full-fledged subjects of international humanitarian diplomacy. The trust of the Finnish side and the opportunity for the diplomatic mission to participate at a high level were the result of the foundations' painstaking work over several months.

Artem Oleinik, founder of the "General Strength of Ukraine" Foundation, emphasized that the key difficulty in such projects lies not in the cargo itself, but in navigating bureaucratic procedures and obtaining permits. "Every foundation that has organized humanitarian deliveries from abroad knows: it's not about the cargo itself, but about the paperwork, permits, and procedures that need to be completed correctly the first time," he noted.

### Creating a "collective brain" for volunteers

As part of its activities, the foundation is implementing a program aimed at systematizing the experience of overcoming bureaucratic barriers. The plan is to create a special AI agent — a tool that will allow other charitable organizations to adopt the developed algorithms of action.

"This is the collective brain of Ukraine's volunteer movement. We are automating the answers to complex questions," Artem Oleinik explained the idea of the project. The goal of the initiative is to create a space where accumulated experience does not disappear but works for the entire community.

The implemented case of transferring equipment from Finland serves as a confirmed reference model for future appeals to international partners and forms the basis for further cooperation between Ukrainian foundations and foreign colleagues.
