# Ukrainian National Pantheon to be created on the territory of the Kyiv-Pechersk Lavra

The Government of Ukraine has officially determined the location for the future Ukrainian National Pantheon. The Cabinet of Ministers adopted a resolution stating that the memorial complex will be built in the center of Kyiv, on the territory of the Kyiv-Pechersk Lavra National Reserve. This was reported by RBC-Ukraine, citing the Ukrainian Institute of National Remembrance (UINR).

### Implementation plan and project structure

The resolution developed by the UINR sets the direction for further work. The document provides for the preparation of a detailed concept and structure of the Pantheon, as well as the definition of forms of memorialization. The creation process will not go without broad discussion: both expert and public hearings are planned.

A key stage will be the verification of candidates for burial. The UINR, together with the Ministry of Foreign Affairs, must resolve this task in the near future. The list of candidates will include fighters for Ukraine's independence and other personalities who played an important role in the formation of national consciousness. Special attention is paid to those who currently rest outside the country: their remains may be reburied on the territory of the new memorial.

### Architectural competition and financing

The Ministry of Culture of Ukraine has taken responsibility for selecting a specific site within the reserve. At the same time, requirements for the protection of cultural heritage, land use restrictions, and the state's international obligations will be strictly observed.

To create the appearance of the Pantheon, the Ministry of Culture will organize an architectural competition. A wide range of participants is planned to be involved in its conduct: from representatives of government bodies and local self-government to international organizations, religious associations, as well as professional architects, historians, and art critics.

The financing of the creation, arrangement, and subsequent operation of the Pantheon will be carried out at the expense of the state budget, as well as other sources not prohibited by legislation.

### Political context and reaction of neighbors

The official adoption of the project became possible after the Verkhovna Rada adopted the relevant Law No. 15360 on July 1. 287 people's deputies voted for the document.

However, the initiative caused a resonance even at the stage of the draft law. In Poland, the project was evaluated extremely negatively. In the Office of President Karol Nawrocki, the signing of the law by Ukrainian President Volodymyr Zelenskyy was called "actions of an escalatory nature." Warsaw linked this step with Kyiv's decision to name one of the military units after the "heroes of the UPA".
