# Ukrainian Navy Granted NATO Commander Status: First Confirmation of Right to Command Alliance Forces

The Ukrainian Navy has reached a significant milestone in its integration with Western partners. For the first time in the history of the country's modern fleet, a unit has officially received confirmation from NATO of the right to command multinational mine countermeasures formations. This became possible after the Mine Countermeasures Staff successfully passed the second-level assessment according to Alliance standards (NEL-2).

### Results of the Sea Breeze 2026 Exercises

The key assessment took place during the Ukrainian-American Sea Breeze 2026 exercises. Following extensive testing, the unit received the highest rating — "Mission Capable." As noted by the Ukrainian Navy Press Service, this is not merely formal compliance but proof of real combat readiness.

The NEL-2 status, according to the guiding documents of the "NATO Operational Capability Assessment and Feedback Program," implies checking not only technical interoperability but also full operational capability. Successfully passing this level means that Ukrainian sailors are ready to perform combat missions in full compliance with the standards of the NATO Joint Command for Operations.

### New Role in the Security System

Obtaining this status changes the functional capabilities of the Ukrainian Navy. Ukraine now officially has Alliance-confirmed capability to exercise command and control over subordinate multinational forces. In particular, this includes interaction at the level of the NATO Standing Mine Countermeasures Group.

Navy specialists emphasized that the Ukrainian unit can now perform the full spectrum of mine countermeasures missions at sea, entering the Alliance's unified command system. This opens new opportunities for coordinating actions in the region.

### Three Years of Preparation and Integration

Achieving Mission Capable status was the result of a complex, multi-level process that lasted three years after the start of the full-scale invasion. During this period, Ukrainian naval personnel underwent intensive training, implemented Alliance doctrines, and acquired the necessary skills to work within a unified system.

The Ukrainian Navy Press Service called this result an unequivocal proof that the Armed Forces are not only containing the enemy but also continuing active integration into the Euro-Atlantic security architecture at the level of the world's best navies.

### Practical Significance for the Black Sea

The experience gained is of critical importance for further work on clearing the Black and Azov Seas of mine threats. The ability to command multinational forces will allow for more effective coordination of efforts to de-mine the waters.

This success fits into the general picture of changes in the region. Earlier, Ukrainian President Volodymyr Zelenskyy stated that Russia had lost the Black Sea, demonstrating diagrams of destroyed ships of the Russian Black Sea Fleet. Parallel to this, Ukrainian military personnel are actively developing their own technologies, demonstrating the operation of the Barracuda sea drone, which, along with other unmanned systems, attacks enemy positions.
