According to new rules that have come into effect for Ukrposhta, clients must now provide a tax identification number (RNOKPP) to process a cash-on-delivery payment, regardless of the transaction amount. This was announced by the company's General Director, Ihor Smelyanskyi, in his Telegram channel.

However, the procedure for verifying this data will depend on the value of the shipment. For transactions up to 5,000 UAH, the taxpayer number will be recorded based on the client's verbal statement without mandatory documentary confirmation. If the transaction amount exceeds 5,000 UAH, the client is obligated to provide the postal worker with a document confirming their RNOKPP.

### NBU requirements and the operator's position

According to Smelyanskyi, these requirements apply to all postal operators in Ukraine, not just Ukrposhta. The new regulations were introduced in compliance with decrees from the National Bank of Ukraine for all financial service providers, including banks and postal operators.

Since August of this year, on paper receipts for payments, Ukrposhta is required to print the payer's full name, their RNOKPP, and the full bank card number. The General Director noted that the company disagrees with these norms and has already approached the authorities with a proposal to reconsider the decision, but is obligated to comply with it.

At the same time, Smelyanskyi expressed concerns that during inspections, the National Bank may require operators to additionally verify the authenticity of the number provided by the client without documentary confirmation, which would create additional difficulties in operations.
