Ukrzaliznytsya has announced a shift towards stricter control over ticketless passengers in suburban traffic. However, the company emphasizes that the issue is not just about fines, but about the survival of the transport system itself. Purchasing a ticket is not merely paying for a service; it is a statistical signal based on which schedules are built, the number of carriages is determined, and the fate of individual stops is decided.

### Why a ticketless traveler distorts reality

The logic of the railway is simple: if a passenger does not buy a ticket, they do not appear in official statistics. As a result, management sees an underestimated demand for the route. This can lead to a reduction in the number of trips, a decrease in the number of carriages, or even the cancellation of stops that are actually in demand.

"The times when one could travel without a ticket for years and then be surprised by overcrowded carriages or the disappearance of trips are gradually passing," the carrier notes. In the future, suburban traffic will adapt strictly to real data obtained from ticket sales.

### Economics and comfort: who pays for others' violations

Ticketless travel creates a triple blow to the system:

- Increases losses for suburban transport, which has been operating at a deficit for many years.

- Creates additional load on the rolling stock, accelerating its wear and tear.

- Deteriorates comfort for passengers who honestly paid for their travel due to overcrowded carriages.

### Control over controllers: fighting corruption

Ukrzaliznytsya is not only checking passengers but also strengthening supervision over its own employees. Security divisions monitor compliance with ticketing rules by train crews. Passengers are advised to report cases of illegal collection of funds—for example, if a train worker demands money for travel without issuing an official document. All appeals will be investigated promptly.

### Safety threat: from fines to prison terms

Special attention is paid to actions that may disrupt train movement. Recently, there have been more cases where ticketless passengers obstruct the movement of the train—blocking doors, stepping onto the tracks, or creating other obstacles. Such actions fall under Article 279 of the Criminal Code of Ukraine.

For blocking transport communications, if this disrupts transport operations or creates danger, a fine, corrective labor, probationary supervision, or restriction of freedom for up to three years is provided. If the actions lead to death or other serious consequences, the punishment may range from eight to fifteen years of imprisonment.

You can buy a ticket for a suburban train not only at ticket offices but also online through the official Ukrzaliznytsya app for Android and iOS. The company urges passengers to arrange travel documents in advance—this will help avoid fines and contribute to the formation of a quality, convenient, and safe suburban transport system.

Previously, RBK-Ukraine reported that in 2026, new rules of liability for violations on the railway will come into force: fines are provided not only for ticketless travel but also for smoking in carriages, crossing tracks in prohibited areas, damaging property, and other violations.
