The updated version of the document, published by the Ministry of Education and Science (MES), introduces new support mechanisms for applicants from frontline regions, expands opportunities for remote entrance examinations, and simplifies access to state-funded spots for displaced persons. ### Support for Universities and Applicants in Challenging Regions One of the key innovations is the clarification of the regional coefficient. This tool is used by admissions committees to equalize opportunities for universities in different regions of the country. According to MES representatives, the adjustment of coefficients aims to increase the chances of applicants in educational institutions located in regions that require additional state support. ### Expansion of Rights for Remote Exams The list of applicant categories entitled to take creative competitions and professional exams remotely has been significantly expanded. Previously, this privilege was available primarily to residents of temporarily occupied territories. Now, the opportunity for remote participation will also be available to graduates who took the National External Testing (NET) or the Unified Entrance Exam (UEE) in areas of active or potential hostilities. The final decision on the exam format is made by the university's admissions committee. The right to remotely take entrance exams has also been granted to police officers and employees of the State Emergency Service (SES) who are on official business trips in the combat zone or frontline territories. Appropriate documents must be provided to confirm this right. ### Changes in Quota-2 Rules Significant easing of conditions concerns applicants under Quota-2 (for persons displaced from temporarily occupied territories and combat zones). The Ministry of Education has abolished the strict requirement regarding the date of displacement. Previously, only those who left their homes after October 1 of the year preceding the admission year could use the quota. Now, this time restriction has been lifted, allowing a larger number of displaced persons to compete for state-funded spots. ### Transparency and Confidentiality To ensure transparency in the distribution of state-funded spots, a separation of technical competitions has been introduced. At the same time, video recording of entrance exams remains a mandatory requirement (with the exception of professional exams). However, to protect personal data, recordings involving persons with disabilities, residents of occupied territories, and employees of law enforcement agencies will not be made public. They will be kept in the archives of admissions committees solely for verification purposes in the event of disputes. ### New Rules for Master's Programs in Healthcare Separate changes affect applicants for master's programs in the specialty "Healthcare" who already hold a bachelor's degree (except for the specialty "Pharmacy"). They will now be able to use the results of the Unified State Qualification Exam "Krok B" taken in 2024, 2025, or 2026. A special table for converting results into a scale from 100 to 200 points has been approved for accurate point calculation. ### Deadlines and Technical Details The rules for submitting applications remain unchanged: an applicant can submit up to 10 applications, no more than five of which can be for state-funded spots. After submission, it is impossible to change the priority of applications. Currently, registration for creative competitions and interviews for bachelor's admission is concluding in the country. Applicants competing for state-funded spots must register by July 10, while those applying for contract spots must do so by July 25. The procedure takes place through the applicant's electronic cabinet in the Unified State Database on Education (USDE).
