During hearings in the US Senate, the Chairman of the Joint Chiefs of Staff, General Dan Caine, voiced the Pentagon's hardline stance regarding the current stage of the Russo-Ukrainian war. According to him, Washington is striving for Kyiv's victory, and achieving this goal requires striking at Moscow's economy.

### The Key to Victory Lies in the Economy

General Caine emphasized that Ukraine's success directly depends on the West's ability to deprive the aggressor of resources for conducting hostilities. In the military's opinion, cutting off Russia's financial flows is a critical factor. In particular, he pointed to the need to strictly limit the Kremlin's income from oil exports to world markets.

"The key factor in Ukraine's success is depriving the aggressor of resources," the general stated in response to questions from lawmakers.

Particular resonance was caused by the general's answer to Republican Senator John Kennedy's question about who Washington sees as the winner in this conflict and whether Russia can be considered a friend of America. Dan Caine did not use diplomatic language: he stated directly that he does not consider the RF a friend and emphasized that relations between the countries remain complex and tense.

Against the backdrop of hardline statements by the military in Washington, diplomatic processes continue. US Secretary of State Marco Rubio announced a meeting with the head of the Russian Ministry of Foreign Affairs, Sergey Lavrov, scheduled for July 23. It is known that Russian President Vladimir Putin does not intend to return the occupied territories to Ukraine as part of a potential agreement.
