The ambitious initiative by the US administration to establish International Stabilization Forces (ISF) in the Gaza Strip has encountered massive organizational difficulties. Instead of the planned large-scale contingent, which was supposed to number 20,000 personnel, international bodies are currently forced to limit themselves to coordinating the deployment of a tiny advance team consisting of 10 to 20 military personnel.

An investigation conducted by The Wall Street Journal on July 10, 2026, revealed systemic failures in the implementation of the plan. The situation is exacerbated by the fact that the initial deadlines set by the Board of Peace — a structure created in January 2026 to manage the post-war arrangement of the enclave — have been missed. The deployment of the first group, scheduled for June, has been postponed by several months.

### Logistical Deadlock and Personnel Shortage

According to available data, the formation of the first operational group has been entrusted to the Royal Armed Forces of Morocco. However, even this limited mission is facing serious infrastructure problems. The deployment of ISF units is planned for two key facilities, which are currently under construction:

- A logistics center on the Israeli side, in the area of the "Kerem Shalom" checkpoint.

- A specialized base directly inside the Gaza Strip, the construction of which is not yet complete.

The total projected capacity of these sites is calculated to accommodate up to 5,500 personnel. Their primary task is to ensure the security of the pilot humanitarian zone in the Rafah area. The lack of ready infrastructure makes the deployment of large forces impossible.

### Diplomatic and Legal Barriers

The slowdown in deployment rates is due not only to construction work but also to a complex set of diplomatic and legal factors. Official comments from the governments of key Arab states indicate a tough stance from regional players: they link financial and personnel participation in stabilization to the provision of a legally binding plan for the long-term resolution of the Palestinian-Israeli conflict.

In Israel, the situation is complicated by the pre-election race. In the run-up to the parliamentary elections scheduled for October 2026, delays are being recorded in signing agreements defining the legal status and security guarantees for foreign military personnel. Without these documents, the deployment of troops in border zones is impossible.

### Financial Mechanisms and Political Agenda

Representatives of the Board of Peace are using the preparation of humanitarian zones as a pressure element in negotiations on the demilitarization of the enclave and the transfer of management functions from Hamas civilian committees to the Gaza National Management Committee (NCAG).

According to the charter documents, the transitional stabilization phase involves attracting international donor funds amounting to up to $17 billion. However, the mechanisms for direct funding of ISF units by the US Congress require additional regulatory approval procedures, which also introduces corrections to the implementation timelines of the initiative.
