The second key point was the confirmation of negotiations between Iran and the United Arab Emirates. Vance noted the paradoxical nature of the situation: Abu Dhabi, which previously held one of the hardest lines in the region, is now engaging in dialogue with Iranian leadership, including the IRGC.

Vance emphasized that Gulf Arab states are discussing the conditions under which Iran could become attractive for investment. International agencies, including Reuters, have confirmed reports of a possible reconstruction fund for Iran with a volume of up to $300 billion.

Meanwhile, Washington retains its role as a strict regulator. Vance clarified that "not a single cent" of this money will come from the U.S. budget. Any foreign investment and financial flows will be coordinated by the White House, requiring U.S. approval and depending on a real change in Tehran's behavior.
