# Vector shift: how the composition of Ukrainian refugees in Germany has changed and why this is changing EU rules

Migration flow statistics are rarely as indicative as the data published in May 2026 by the German Federal Office for Migration and Refugees (BAMF). Official figures have recorded a fundamental change in the demographic structure of arriving Ukrainian citizens. If at the beginning of the crisis the flow consisted mainly of women and children, today the situation is changing radically, which has already sparked a heated discussion in Berlin and Brussels.

### Figures changing the picture

As of May 2026, 1.348 million Ukrainian refugees are officially registered in Germany. However, the key indicator is not the total number, but its gender and age breakdown. Among the arrivals, there are 356,000 men aged 18 to 63. For comparison: in the spring of 2025, this figure was 298,000 people. Over the year, the increase amounted to more than 50,000 men.

The dynamics over the last 16 months (since March 2025) look even more vivid. About 95,000 Ukrainian citizens arrived in the FRG, and almost 60% of them are men of working and conscription age. This is a sharp contrast with the beginning of 2022, when 80–90% of arrivals were women and children.

### European Union reaction and political consequences

The published statistics became a catalyst for reviewing migration policy at the European Union level. At informal meetings of the interior ministers of EU countries, in which representatives of Germany, Austria, and Cyprus participated, they began to talk about changing the conditions for extending the Temporary Protection Directive.

The situation has intensified against the backdrop of an official appeal from Ukraine to the European Union. Kyiv asked to exclude the automatic provision of temporary protection status for men aged 23 to 60 entering the EU in the future. According to the proposal, this category of citizens will have to submit asylum applications on general, stricter grounds.

At the same time, some partner countries are demonstrating a tougher stance. Representatives of Austria are calling for the complete exclusion of men of the specified age category from existing support programs by March 2027. Thus, BAMF statistics not only record facts but also dictate new rules of the game in European migration policy.
