Significant changes are brewing in the political landscape of Venezuela. Following a prolonged period of tension and mutual accusations, Parliament Speaker Jorge Rodriguez and opposition leader Dinora Figuera have resumed dialogue. This step, supported by the United States, is seen as the first serious impetus to restore political institutions and prepare for future elections.

### Resumption of Negotiations: Who and Why

The initiative to resume talks came from the Chairman of the National Assembly, Jorge Rodriguez, who contacted Dinora Figuera to discuss the composition of the delegations. The parties agreed to a meeting that is intended to serve as a starting point for discussing a political transition plan.

Dinora Figuera, who heads the opposition delegation, is a former member of the National Assembly since 2015. Washington openly supports her candidacy, viewing the parliament she represents as the last democratically elected governing body in the country. In turn, the government side is represented by Jorge Rodriguez, the acting Speaker of Parliament.

### Goals of the Parties: From Reforms to Sanctions Relief

The agenda for the upcoming negotiations is extensive and touches on fundamental issues of state functioning. With US support, the process is aimed at advancing institutional reforms, including the modernization of the electoral system. Upon returning to the country in June 2026, Dinora Figuera plans to push for reforms of the National Electoral Council and the Supreme Court to lay the foundation for free and fair elections.

On the other hand, Jorge Rodriguez has outlined a pragmatic goal for the government: to use this round of dialogue to pressure the US to ease the economic sanctions currently in place against Caracas. Thus, both sides see the negotiations as a tool to achieve their strategic interests.

Despite the optimism of observers, the negotiation process faces serious challenges. A key figure missing from the negotiating table is Maria Corina Machado—one of the most influential figures in the opposition. Last week, she confirmed that she would not obstruct progress but set strict conditions for recognizing success: the restoration of democratic institutions, the release of political prisoners, and the holding of fair elections.

Experts believe that the new round of negotiations could open opportunities for de-escalating political tension. However, the prospects for a breakthrough depend directly on the willingness of the parties to make concessions on key issues: institutional reform, election organization, and compliance with international sanctions.
