# Vinnytsia sets a new record: water tariffs to triple while Kyiv prices remain unchanged

In the summer of 2024, Ukrainians will face a significant change in their utility bills. While gas tariffs are protected by a legislative moratorium until the end of the hostilities and for six months thereafter, water utilities have fallen outside this protection. Consumers will see a significant increase in the cost of water supply and sewage services in the coming months.

Information about the upcoming changes is confirmed by the "Court and Legal Gazette". Water utility operators explain the need to revise prices as an objective increase in operating costs. These include the cost of electricity, fuel, chemical reagents, staff wages, and, most importantly, repair work on worn-out networks. Calculations have already been prepared and submitted for approval.

### Transfer of authority to the local level

A key factor influencing the situation has been a change in legislation. Previously, tariffs were set by the National Commission for State Regulation of Energy and Public Utilities (NKREKU). Now, this function has been transferred to local authorities. This has led to an uneven process of approving new prices: in some cities, decisions have already been made, while in others, they are still under discussion.

### Record price hike in Vinnytsia

The most dramatic changes are expected in the Vinnytsia region. Oleg Popenko, Chairman of the Union of Consumers of Public Utilities of Ukraine, reported that "Vinnytsiaoblvodokanal" proposed increasing the tariff from 25.62 hryvnias to 81.01 hryvnias per cubic meter.

This means an increase in service costs of 216%. The expert notes that this is an absolute record, surpassing even Odessa's plans, where the increase would have been 170%. Popenko ironically noted that, judging by such figures, one could expect not only a surge in prices but also a radical improvement in the quality of services, up to the point of drinking water coming directly from the tap.

### Situation in Kyiv and other regions

While the regions are preparing for a sharp price jump, the situation in the capital remains stable. "Kyivvodokanal" has not yet announced a revision of service costs. For Kyiv residents, current rates will apply in June, without additional surcharges.

It is worth noting that a similar situation is observed with electricity. Electricity tariffs are also not fixed by a moratorium, however, their increase is not planned at this time.
