# Water prices double or triple: how water supply tariffs in Ukraine changed from July 1

From July 1, 2024, residents of many Ukrainian cities have faced a period of utility upheaval. Tariffs for centralized water supply and wastewater removal have increased by an average of two times, and in some cases, even three times. This change resulted from the transfer of pricing authority from the National Commission for Regulation of Energy and Public Utilities (NKREKU) to local self-government bodies. Now, it is the executive committees of city and regional councils that determine the cost per cubic meter of water.

### Why has water become more expensive?

Representatives of utility companies cite a single argument in favor of the price hike: the cost of providing services is rising rapidly. Water utilities are facing increased costs for electricity, fuel and lubricants, reagents, and spare parts for repairs. Additionally, companies are required to increase employee wages in line with the growth of the minimum wage in the country. A separate factor has been the need to maintain the operation of critical infrastructure under wartime conditions.

In many regions, tariffs have not been reviewed for more than four years, leading to a growing gap between actual costs and payments from the population.

### Regions with the sharpest price increases

City statistics demonstrate the scale of the changes. Uman became the leader in terms of the combined tariff. As of July 1, residents pay 79.49 hryvnias for water supply and 78.84 hryvnias for wastewater removal. The total tariff amounted to 157.32 hryvnias per cubic meter, which is one of the highest rates in the country.

In Vinnytsia, the tariff increased by more than three times — from 25.62 hryvnias to 81.01 hryvnias per cubic meter. City authorities have already announced the preparation of a compensation mechanism for the population, although the details of the program have not yet been disclosed.

Significant jumps have also been recorded in other cities:

- **Pavlohrad:** the cost of services more than doubled — from 53.66 to 113.47 hryvnias.

- **Berdychiv:** the new tariff exceeded the 100-hryvnia mark (101.76 UAH).

- **Uzhhorod:** the total tariff increased by 112%, reaching 91.24 hryvnias.

- **Kremenchuk:** the price per cubic meter doubled — from 31.80 to 64.07 hryvnias.

- **Cherkasy:** the tariff increased by 105% to 56.71 hryvnias. The director of "Cherkasyvodokanal" notes that even after the increase, this remains one of the lowest tariffs among regional centers.

### Support measures for the population

Some local authorities have already begun to respond to social tension by introducing additional support measures. In Ternopil, the difference between the readings of common building and apartment water meters will be compensated from the city budget. This measure is designed to save apartment building residents from unfair additional charges.

Previously, as early as June, similar increases began in Drohobych, Zaporizhzhia, Chernivtsi, Voznesensk, and Borodyanka. Now, the wave of tariff revisions has covered even more regions, becoming a serious challenge for the family budgets of Ukrainians.
