# Water prices to double: new water supply tariffs in Ukrainian cities from August 1

From August 1, new tariffs for centralized water supply and wastewater disposal will come into force in a number of Ukrainian cities. In some regions, the cost of services will increase by more than two times, which will become a serious burden for family budgets. At the same time, in other communities, the issue of price revision is at the stage of discussion or preparation of decisions.

### Lviv: tariff to almost double

In Lviv, a new tariff for the services of "Lvivvodokanal" will come into force from August 1. The total cost of water supply and wastewater disposal will increase from 25.88 hryvnias to 56.38 hryvnias per cubic meter — almost two-fold. The city council explained that the tariff has not been revised for more than four years. During this time, electricity costs have increased by almost 1.7 times, fuel, reagents, and labor costs have risen.

Mayor Andriy Sadovyi noted that the new tariff is minimally necessary for the stable operation of the enterprise, but is not fully economically justified. At "Lvivvodokanal," they emphasized that the funds received will only be enough to cover current expenses, without the possibility of network modernization.

### Poltava: threat of hourly water supply

From August 1, new tariffs may also come into effect for consumers of "Poltavavodokanal." The Poltava Regional Council has already supported the corresponding decision. Including VAT, the total cost of services will be 83.71 hryvnias per cubic meter.

At "Poltavavodokanal," the need to revise tariffs is explained by a sharp increase in electricity costs, fuel, labor costs, as well as a reduction in water consumption volumes. The enterprise warns that without a tariff increase, they will have to switch to hourly water supply, reduce network repairs, and limit the work of emergency teams.

### Odesa: dispute over a fair price

In Odesa, the issue of tariff increases has not yet been finally resolved. The Odesa City Military Administration is against the tariff of more than 100 hryvnias per cubic meter proposed by "Infoksvodokanal." The administration stated that the revision should not exceed the level of the tariff established by the NCRECU — 65 hryvnias per cubic meter.

They also note the need to review the lease terms of the enterprise's property complex and maintain support programs for socially vulnerable residents. At the same time, representatives of OSMD (Joint Stock Companies for Housing Management) note that without a tariff revision, there is a risk of switching to hourly water supply, but they expect that the price increase will be accompanied by an improvement in service quality.

### Kyiv: a compromise option

Tariffs are also planned to be revised in Kyiv. At present, residents of the capital pay 30.38 hryvnias per cubic meter. "Kyivvodokanal" proposed to increase the tariff to almost 89 hryvnias per cubic meter, however, this proposal was rejected by the KSGA (Kyiv City State Administration).

Instead, city authorities plan to set a tariff of 63.79 hryvnias per cubic meter, which was approved by the NCRECU back in 2024. This decision is considered a compromise between the needs of the enterprise and the capabilities of the population.

### National process

Since July, a process of revising tariffs for centralized water supply and wastewater disposal has started in Ukraine. The Ministry of Communities and Territories Development reported that by August 20, all water utilities must provide calculations of economically justified tariffs to local self-government bodies. After that, each community will separately decide whether to increase the cost of services, leave it unchanged, or compensate for the difference between the current and economically justified tariff from the local budget.

The ministry explained that today, current tariffs cover only about 70% of the actual expenses of water utilities on average. The main reasons are the significant increase in the cost of electricity, reagents, materials, and wages.

At the same time, there are no decisions on a simultaneous increase in tariffs across the country. Each community makes the decision independently, depending on the financial state of its water utility and the capabilities of the local budget.

### July results: where water has already become more expensive

Recall that from July 1, many cities in Ukraine began to revise tariffs for centralized water supply and wastewater disposal. The greatest price increase occurred in Uman, Pavlohrad, Berdychiv, Vinnytsia, Uzhhorod, Cherkasy, and Kremenchuk, where in some cases the cost of services increased by more than two or even three times.
