# Water Tariffs in October 2026: How Much People Pay in Kyiv, Dnipro, and Lviv

![Water and wastewater tariffs in Ukrainian cities in October 2026](https://xab.info/media/2026/10/02/tarify-na-vodu-v-oktyabre-2026-goda/tarify-na-vodu-v-oktyabre-2026-goda-1.webp)

## 🎯 Key Points

- In Kyiv, the cost of water and wastewater in October 2026 is 63.79 UAH per cubic meter.
- The highest tariff among major cities is recorded in Dnipro at 81.92 UAH per cubic meter.
- In Lviv, water is significantly cheaper at 56.38 UAH per cubic meter.
- In Odesa and Kharkiv, prices are 65.54 UAH and 69.24 UAH per cubic meter respectively.

In October 2026, the situation with utility rates in Ukrainian cities is drawing increased public attention. The cost of a cubic meter of water and wastewater disposal ranges from 25 to 80 hryvnias depending on the specific region. While some localities have kept rates frozen since the beginning of the full-scale invasion, other cities have implemented large-scale tariff adjustments reflecting economic realities and rising infrastructure maintenance costs.

### The Situation in the Capital and Major Cities

In Kyiv, a new tariff for centralized water supply and wastewater disposal came into effect in October. The total cost of both utility services for the population is now 63.79 UAH per cubic meter. The new rates were approved by Kyiv City State Administration Decree No. 242 dated September 21, 2026, and officially published on September 25. Meanwhile, Dnipro remains the most expensive city for water, where a general tariff of 81.92 UAH per cubic meter including VAT has been in effect since July 1, 2026 (water supply costs 47.10 UAH, and wastewater disposal is 34.82 UAH).

### Regional Differences: From Lviv to Odesa

Compared to major megalopolises, tariff policy in Western Ukraine appears more moderate. In Lviv, new rates came into force on July 26, 2026, and the total cost of water and wastewater including VAT is 56.38 UAH per cubic meter (36.04 UAH for water supply and 20.34 UAH for wastewater), which is almost twice as cheap as in Dnipro. In Kharkiv, consumers pay 69.24 UAH per cubic meter, while in Odesa, the tariff has been set at 65.544 UAH per cubic meter since August 15, 2026, pursuant to an order by the Odesa City Military Administration.

### Contradictory Data

An analysis of expert assessments and media reports reveals certain contradictions regarding how sharp the price increases were in individual regions. Some media outlets and expert publications claim a critical price spike capable of shocking consumers with new utility bills, whereas official sources emphasize the planned nature of the tariff adjustments, driven by objective increases in the cost of reagents, electricity, and water utility network maintenance.

### Economic and Social Consequences

Such differentiation in water and wastewater tariffs creates an uneven burden on households across various regions of Ukraine. Local authorities are forced to balance between the need to cover municipal enterprise losses to prevent emergency situations in utility networks and the social protection of the population amid a difficult economic situation. Experts predict that pricing issues in the housing and communal services sector will remain in the spotlight throughout the heating season.
