# Drone Hits Residential Building in Romania: Why Air Defense Failed and What the Military Is Hiding

The night of May 29 became a nightmare for residents of one of the residential districts in the Romanian city of Galați. A Russian drone, evading defense systems, crashed into a ten-story building. Two people were injured, and more than seventy were urgently evacuated. However, the main question troubling the public remains not the fact of the attack itself, but the reason why the drone was not shot down over the country's territory.

### Four Minutes to Save Lives

Brigadier General Gheorghe Maxim, speaking at a press conference, revealed a shocking figure: the military had only four minutes from the moment the threat was detected until it materialized. According to him, this time is categorically insufficient to complete the full cycle: detection, identification, and engagement of the target require more time than the circumstances allowed.

The situation is exacerbated by the fact that the air defense systems available to Romania were developed and implemented before the start of the full-scale drone war in 2023. The army admits that the technology requires urgent modernization to meet new realities, but the improvement process is moving slowly.

### Property Rights vs. National Security

One of the most controversial aspects of the military's explanation was the issue of placing "Gepard" type air defense systems. General Maxim stated directly that in peacetime, the army cannot simply install anti-aircraft guns wherever it deems necessary. Consent from landowners and business entities is required for this.

"Private property is protected by law," the general emphasized. The range of such systems is from 1.5 to 6 kilometers, and where owners have not given permission, there is no protection. This creates dangerous "blind spots" in the country's defense, which the enemy can exploit to break through.

### Legal Traps and Diplomacy

Furthermore, the military faces strict legal restrictions. Romania cannot fire in a way that affects the airspace of neighboring states. This rule, intended to avoid an international incident, becomes a paralyzing factor in a critical situation.

Romanian Foreign Minister Oana Căciuleanu has already stated that the incident in Galați meets the criteria for activating Article 4 of NATO. This means that allies will hold urgent consultations. Meanwhile, the Romanian leadership is working on adapting the legislative framework to minimize the risks of such situations in the future, but the price for bureaucracy has already been paid.
