# Same Salary, Different Pension: Five Reasons Why Ukrainian Retirees' Payouts Do Not Match

## Key Points

- The old-age pension in Ukraine is calculated individually: earnings are multiplied by the insurance service coefficient
- Five factors make different people's pensions with the same salary vary: insurance service, income history, year of application, unofficial salary part, recalculations, and indexation
- To check data, a retiree should use their personal account on the PFU electronic services web portal

The situation where two Ukrainians received the same salary for many years yet have significantly different payouts upon retirement is much more common than one might think. The Pension Fund of Ukraine (PFU) explains that the old-age pension is calculated individually for each person, taking into account two key parameters: the salary from which insurance contributions were paid, and the insurance service coefficient. The formula seems simple — earnings multiplied by the coefficient — but behind this arithmetic lies a whole range of factors that make the final amount unique for every retiree. The same amount in an employment contract does not yet mean the same pension, and here is why.

### Insurance Service: Not Everything Worked Gets Counted

The first and perhaps most intuitively understandable factor is the varying duration of insurance service. If one worker has 35 years of service and another has 30 years with the exact same official salary, the first will receive a higher pension because the insurance service coefficient will be higher. Under the general rules of the solidarity pension system, each full year of service adds 1 percent to this coefficient. However, total length of work and insurance service are not the same thing. A month may not be fully counted if the employer did not pay insurance contributions or paid them below the minimum amount. Thus, even with formally identical employment records, the actual insurance service may differ.

### Income History: The Weight of Salary Changes Over Time

The second factor is related to the dynamics of earnings throughout one's working career. Two people may have the same salary in the final years before retirement, but completely different income histories. One earned above the Ukrainian average for most of their career, while the other earned mostly below it. The calculation includes not only the absolute amount, but also its ratio to the average salary in the country for the respective months. Ten thousand hryvnias in 2005 and in 2015 had fundamentally different "weights" because the overall level of earnings in the country changed. The calculation considers earnings for the entire insurance service starting from July 1, 2000, and under certain conditions, the salary for any 60 consecutive calendar months of service prior to that date, if confirmed by documents.

### Year of Applying for a Pension and the Unofficial Part of Salary

The third factor is the year in which a person applied for a pension. The calculation takes the average salary in Ukraine, from which insurance contributions were paid, for the three calendar years preceding the year of application. This indicator changes from year to year, so people with identical earnings and service who applied for pensions in different periods may get different results. The fourth factor often goes unnoticed: part of the salary may be unofficial. Pensions are calculated exclusively from earnings on which insurance contributions were paid. If two workers each received 25,000 hryvnias monthly, but the second one had part of the amount paid "under the table," the unofficial part does not increase the pension earnings. Therefore, when checking data, one should focus not only on the employment contract or bank statement, but also on income and contribution payment records in the PFU system.

### Recalculations and Indexation: A Pension Is Not Static

The fifth factor operates after the payout has been granted. Even if two people were initially assigned the exact same pension, over time the payouts can diverge. The reasons include regular indexations, recalculations after acquiring additional service, bonuses for overtime service, and other grounds provided by legislation. For example, a person who continued working after retiring and accumulated additional insurance service can, upon meeting established conditions, receive a recalculation. At the same time, not all bonuses are assigned automatically, and not every recalculation increases the payout by the same amount: the result depends on the type of recalculation, individual indicators, and the rules in effect at the time of calculation.

### How to Check Your Pension Data in Four Steps

If your pension turned out to be lower than that of an acquaintance with a similar salary, it does not necessarily mean a calculation error, but checking your data is essential. The first step is to log into your personal account on the electronic services web portal of the Pension Fund of Ukraine and review your insurance service records to ensure all work periods are accounted for. The second step is to check data on the earnings from which contributions were paid: if certain periods are missing in the registry or amounts differ from documents, the reason must be clarified. The third step is to request clarification from the PFU on exactly which indicators were used to determine the payout: the salary for calculating the pension, the insurance service, the corresponding coefficient, and applied bonuses. The fourth step is to contact the fund with an application for recalculation if an error is found. In conditions where the pension system continues to improve and calculation rules are periodically updated, regular verification of one's own data in the PFU electronic office becomes not just a recommendation, but a necessary element of financial literacy for every citizen.

## FAQ

### Why might two people have different pensions despite having the same salary?

Because the pension is calculated individually taking into account insurance service, income history for the entire period since 2000, the year of applying for the pension, the share of official earnings, and subsequent recalculations and indexations.

### What is the insurance service coefficient and how does it affect the pension amount?

The insurance service coefficient is determined by the rule of the solidarity system: each full year of service gives 1 percent. The longer the insurance service, the higher the coefficient and, accordingly, the pension amount, all other things being equal.

### Is the unofficial part of the salary taken into account when calculating the pension?

No. Pensions are calculated exclusively from earnings on which insurance contributions were paid. The unofficial part from which contributions were not paid does not increase pension earnings.

### How can I check my pension data?

You need to log into your personal account on the electronic services web portal of the Pension Fund of Ukraine, check insurance service and earnings records, and if necessary, request clarification from the PFU on the applied calculation indicators.
