Czech President Petr Pavel, formerly the head of the NATO Military Committee, voiced a worrying forecast in an interview with the British publication The Telegraph. According to the Czech leader, Ukraine and its allies have critically little time left — approximately two months — to intensify diplomatic pressure and force Moscow into peace negotiations.

### Link Between Electoral Calendar and Military Strategy

The key factor determining this timeframe is the upcoming election for the State Duma of the Russian Federation, scheduled for September 20. Pavel argues his position by stating that the Kremlin is extremely interested in maintaining relative stability within the country until the voting results are tallied. Consequently, launching a new wave of mobilization or radically changing the strategy of military operations before this date is unlikely, as such steps are unpopular among the population and could negatively affect election results.

However, according to the Czech president's assessment, the situation could change sharply immediately after the completion of the electoral cycle. Pavel believes that after September 20, the hands of the Russian leadership will be "untied," which will narrow the diplomatic window of opportunity and create preconditions for a large-scale escalation of the conflict on the Eastern European theater of military operations.

### Pressure Levers and Internal Problems of the Russian Federation

In order to use the remaining time effectively, Pavel identified a number of levers of influence on Moscow's position. He pointed to a complex of internal problems of the Russian Federation that could become factors tipping the scales in favor of diplomacy:

- Economic challenges and budgetary burden.

- Signs of societal fatigue from protracted hostilities.

- Regular successful strikes by Ukrainian forces on infrastructure objects and oil refining capacities in the deep rear of the Russian Federation.

From the perspective of Prague, the continuation of coordinated military and economic pressure is capable of creating conditions under which the Russian leadership will consider diplomatic settlement a more acceptable scenario than continuing an exhausting campaign.

### Reaction of Allies and NATO Summit Context

Petr Pavel's statements were made against the backdrop of the North Atlantic Alliance summit, where issues of long-term support for Ukraine are central. The theses on the need to act quickly and firmly correspond to the general vector of discussions among European partners.

In particular, German Federal Chancellor Friedrich Merz confirmed the course on long-term material and technical support for Kyiv. He announced the allocation of financial aid packages for 2026–2027 and emphasized the need to promptly eliminate the deficit of long-range strike systems in the European space.

Parallel to this, representatives of think tanks and intelligence communities are recording the preparation of the regulatory and legal framework in the Russian Federation for the possible optimization of the number of armed forces after the end of the single voting day. This confirms the concerns of Western leaders: internal stability and the mobilization potential of the participants in the conflict remain key variables when planning diplomatic tracks.
