# Winter is Coming: The Cabinet of Ministers Initiates Review of Kyiv's Readiness at the NSDC Level

The Ukrainian government has issued a stern warning: the capital's preparation for the winter season has moved from routine tasks to the category of national security issues. The Cabinet of Ministers plans to initiate a discussion of the situation in Kyiv at a meeting of the National Security and Defense Council (NSDC) in the near future.

This was stated by Prime Minister Yulia Sviridenko. According to her, the critical importance of properly preparing the capital dictates the need for decisions at the highest state level.

### Direct Responsibility and Critical Delays

The head of the government emphasized that ensuring Kyiv's readiness for the cold is the direct responsibility of the city authorities. However, the current situation is causing serious concern. According to Sviridenko, the government does not yet see sufficient progress in the city's preparation for the next heating season.

"There are delays in the implementation of a number of important measures that must be addressed urgently," the Prime Minister noted. For the Kyiv authorities, there is no higher priority than preparing for winter. At the same time, the Minister of Communities and Territories Development, Oleksiy Kuleba, pointed out a systemic problem: the capital has still not approved a comprehensive plan for resilience for the upcoming winter. The official emphasized the need to formalize preparatory measures in the form of a clear and systematic document.

### Budgetary Capabilities and Strict Deadlines

The government reminds the city hall of the resources at their disposal. Kyiv has the largest budget among all cities in Ukraine and has all the necessary capabilities to ensure proper readiness. The Cabinet of Ministers has set clear deadlines for the KSGA (Kyiv City State Administration) to complete the work and allocated more than 4 billion hryvnias for the implementation of relevant measures.

In exchange for funding, the government requires a detailed report indicating specific deadlines and responsible persons. The work must be carried out within the framework of Kyiv's resilience plan, which the Kyiv City Council approved back in March of this year. Ignoring these deadlines and the lack of a systematic approach may become grounds for NSDC intervention.
