# Winter Shield: How to Get Up to 19,400 UAH for Firewood and Coal in Ukraine — A Complete Guide to Subsidies

The Pension Fund of Ukraine (PFU), in collaboration with the Ministry of Social Policy, has launched a large-scale support program for the population. Citizens can now apply for a one-time financial assistance grant to purchase solid fuel — firewood, coal, or briquettes. Amidst unstable energy security, this measure aims to help families survive the heating season.

The program is funded through the state budget and targeted subventions from international humanitarian donors, including UN agencies. The maximum payment amount per household is set at 19,400 UAH.

### Who is eligible for assistance: strict criteria

The state has clearly defined the circle of recipients. Funds are not distributed automatically; applicants must confirm compliance with a set of mandatory parameters. The primary filter is the technical condition of the housing and the absence of alternative heat sources.

Subsidies are provided exclusively to those who are physically not connected to centralized heating networks, main gas pipelines, or approved electric heating systems. The home must be heated solely using stoves or boilers running on solid fuel.

Priority is given to socially vulnerable groups. The "green zone" includes:

- Participants in combat operations (PCO);

- People with disabilities;

- Large families and foster families;

- Single pensioners, mothers, and fathers;

- Liquidators of the Chernobyl Nuclear Power Plant accident.

### Special regime for border regions

For residents of ten regions, including Kharkiv, Sumy, Donetsk, and Kherson, simplified mechanisms are in place. Households located within a 10-kilometer zone from the state border with Russia or the line of military contact are included in funding lists on a priority basis.

### How the amount is calculated and what is needed to apply

Despite the upper limit of 19,400 UAH, the payment is not fixed for everyone. The final amount is calculated individually and depends on the family's total income for the previous year. The basic calculated volume of assistance is oriented towards covering the need for a minimum of 2 tons of fuel.

Participants in combat operations are provided with an additional benefit — a discount of up to 75% under existing social guarantees.

The official period for accepting documents is set from June to September 2026. Applications can be submitted either in person or remotely via digital services.

Channels for application:

- Territorial Service Centers of the PFU;

- Centers for the Provision of Administrative Services (TSAP);

- Bodies of territorial communities;

- Electronic services web portals ("Diia", Ministry of Social Policy website).

To complete the application, you must prepare a basic package: an application, a declaration of income and expenses for all family members, passports, tax identification numbers (RNOKPP), and a certificate confirming the presence of stove heating. After verifying the data, funds are transferred to a bank account (IBAN) or issued through post offices.
