# "Winter will be harder": Head of Chernihiv Regional Military Administration warns of worst-case scenario for heating season

The Chernihiv region is preparing for the new heating season under conditions of high threat. Vyacheslav Chaus, Head of the Regional Military Administration, stated in an interview with Suspilne that the upcoming winter will be more difficult and severe than the previous one. The region is forced to prepare for the most pessimistic scenario of events.

### Defense Strategy and Resilience Plans

According to Chaus, the Regional Resilience Plan includes a comprehensive set of measures to protect critical infrastructure. Priority tasks include the distribution of heat generation, the installation of modular boiler houses and cogeneration units. Special attention is paid to forming a reserve of generators to ensure the functioning of hospitals, water supply systems, and heating systems.

However, the implementation of these plans faces serious obstacles. Some work is being carried out according to schedule, but many processes are slowed down due to constant Russian shelling. The Head of the RMA noted that attacks are being launched even on facilities where protection strengthening work is already underway.

### Lessons from last winter and new challenges

Vyacheslav Chaus admitted that last winter passed successfully thanks to the coordinated work of utility services and authorities. Despite massive shelling, the region managed to avoid catastrophic consequences. Nevertheless, experience has shown the vulnerability of existing equipment: prolonged use of generators during outages led to the failure of some equipment.

"We were not badly prepared, now it will definitely be better," Chaus emphasized. He explained that creating an additional reserve of generators will be the key factor in increasing the reliability of the system in the upcoming season.

### Regional context and general situation

Preparation for winter in Ukraine is taking place against the backdrop of constant attacks on energy infrastructure. According to data, regional resilience plans are, on average, only 40% complete. Dnipropetrovsk, Kyiv, Zhytomyr, Rivne and Cherkasy regions are leading in preparation rates. At the same time, Lviv, Ivano-Frankivsk regions and Kyiv demonstrate the lowest indicators.

Authorities report on gas accumulation and the introduction of new capacities, however, experts point out the controversy of figures and problems with equipment connection. Under these conditions, Chernihiv is betting on strengthening protection and creating backup systems to minimize risks in case of an escalation of shelling.
