# $3.39 Billion for Reforms: World Bank Approves New Economic Support Program for Ukraine

The Executive Board of the World Bank has officially approved a new package of financial assistance for Ukraine. The approved support program amounts to $3.39 billion. The funds will be directed towards the implementation of the first Development Policy Operation (DPO) titled "Jobs in Ukraine and Private Sector Growth".

As reported by RBC-Ukraine citing the organization's press release, this is the first of two planned operations under this initiative. The main goal of the financing is to support government reforms aimed at revitalizing the private sector, attracting foreign investment, and creating new jobs amidst the ongoing conflict.

### Three Pillars of Economic Reform

The financing provides support for reforms in three key areas, which will form the foundation for economic recovery:

    - **Stimulating private investment.** Within this block, plans include improving legislation in the field of public-private partnerships (PPP), developing new financial instruments to support small and medium-sized businesses, and continuing the privatization process.

    - **Overcoming the labor shortage.** The program includes measures to modernize housing policy, support entrepreneurship among veterans of hostilities, expand employment opportunities for women, and reduce the gap between employers' needs and job seekers' skills.

    - **Integration with the EU market.** The third vector is aimed at deepening cooperation with the European Union. Plans include increasing the transparency of state support for the agricultural sector, integrating the Ukrainian energy system into the European grid, and harmonizing environmental legislation.

### Support in Wartime Conditions

The World Bank emphasized that this program is part of a large-scale international support effort helping the Ukrainian government cover budgetary needs during the full-scale war. Bob Som, the World Bank Regional Director for Eastern Europe, noted that Ukraine continues to implement complex reforms despite military hostilities.

According to the expert, the country is creating conditions for attracting private capital, developing markets and institutions, and steadily advancing towards European Union membership. Over the past four years, mobilized international support has enabled the government to provide critical public services to more than 20 million Ukrainians in the areas of healthcare, education, energy, and agriculture.
