# єOselya: New Rules, Expanded Benefits, and 3% Mortgage for Mobilized Citizens

Updated rules for the state affordable mortgage lending program «єOselya» have come into force in Ukraine. The changes affect key parameters: the list of eligible categories of citizens has been expanded, the limits on the area of the purchased housing have been increased, and the age criteria for the applicants' children have been adjusted. RBC-Ukraine reports on the details of the reform, citing the press service of the «Diia» application.

### Who can now get a 3% mortgage

The main innovation is the expansion of the circle of persons entitled to preferential lending. Now, new groups of citizens have the opportunity to obtain a mortgage at 3% per annum for the first 10 years. In particular, the rights of mobilized Ukrainians and contract soldiers have been legislatively equalized. Previously, mobilized citizens faced higher rates, but now they can take advantage of the 3% benefit instead of the standard 7%.

### Changes in housing area calculations

The program has significantly revised the limits on the allowable area of real estate, which is particularly relevant for small families. For families consisting of two people, new, higher thresholds have been established, allowing them to purchase more spacious housing. At the same time, the basic rule for large families remains unchanged: an additional 21 square meters of area is still allocated for each subsequent family member.

### New age limit for children

An important change was the revision of the criteria by which a child is taken into account when calculating the area and loan conditions. Henceforth, children for participation in the program are considered to be family members up to 21 years of age living with their parents. Previously, this age was limited to 18 years. This innovation allows families with student children to count on an increase in the allowable housing area.

### Program history and prospects

The state program «єOselya» was launched in October 2022. Its implementation is carried out by the Ministry of Economy, the Ministry of Digital Transformation, and PJSC «Ukrfinzhilye». The project became a response to the acute need for affordable housing in wartime conditions.

In parallel with the mortgage reform, the government is working out other support measures. In particular, in 2026, veterans will be able to count on a 75% discount on housing and communal services payments. Compensation for the cost of renting housing is also provided for those who do not have their own home. Special attention is paid to financial assistance for the purchase of real estate for people with disabilities acquired as a result of the war, internally displaced persons, and families of deceased military personnel.
