# Personnel purge in the regions: Zelensky appoints new heads of Kyiv and Mykolaiv regions

A large-scale personnel reshuffle has taken place in Ukraine, affecting key administrative centers of the country. The Kyiv and Mykolaiv regions have received new acting heads. These appointments are a result of the current regional heads transitioning to state service in the Cabinet of Ministers.

### New names in regional management

President of Ukraine Volodymyr Zelensky signed Decrees No. 616/2026 and No. 617/2026, appointing new acting heads of the regional administrations. According to the documents, Ruslan Yurievich Oleinik has been appointed acting head of the Kyiv Regional State Administration (RDA). He assumes office after his predecessor, Ruslan Kalashnyk, officially transferred to work in the Cabinet of Ministers.

A similar situation occurred in the Mykolaiv region. The acting performance of the duties of the head of the Mykolaiv RDA has been entrusted to Georgiy Oleksandrovych Reshetilov. Previously, the region was led by Vitaliy Kim, who also transferred to work in the central executive body.

### Massive rotation on July 16

These events became part of a series of important management decisions made on July 16, 2026. On this day, the President announced a massive reboot of Ukraine's diplomatic network, stating a meeting with the team of embassies and foreign representations.

Significant changes also affected the country's defense. The President appointed Yevhen Khmara as acting Minister of Defense. Major General Khmara previously temporarily headed the Security Service of Ukraine. The head of state plans to officially nominate his candidacy for the position of Minister before the Verkhovna Rada.

Parallel to this, a change in the leadership of the military administration occurred in Kyiv. Volodymyr Zelensky signed a decree dismissing Tymur Tkachenko from the position of head of the Kyiv City Military Administration (KMVA).
