The Ukrainian leadership has announced a large-scale plan to improve the financial stability of the armed forces. Ukrainian President Volodymyr Zelenskyy confirmed that the state has the resources to significantly increase the pay of military personnel. According to the head of state, the minimum payment for soldiers in the rear will be at least 30,000 hryvnias.

### New Pay Standards

A key element of the reform will be the differentiation of payments depending on combat tasks. The higher the intensity of participation in hostilities, the higher the level of financial support. Special attention is paid to the infantry, which, according to Zelenskyy, bears the main burden of the front.

For military personnel on the front line, new contracts with an average salary of 300,000 hryvnias are planned. The President emphasized that such measures are necessary to support the personnel bearing the main burden of the war.

### Mechanism of New Contracts

The authorities are preparing fundamentally new terms of service. Contracts will provide for clear time frames — 10, 14, or 24 months. This will allow military personnel to plan their future, knowing the guaranteed terms of service. In addition, after the completion of the contract, soldiers will be granted deferments and social guarantees.

In parallel with the increase in pay for the enlisted ranks, payments for combat commanders are also increasing. This measure is aimed at preserving valuable management experience within the ranks of the army and creating a positive incentive for officers.

### Implementation and Deadlines

The specific mechanism for implementing these decisions will be approved by the Cabinet of Ministers. The first new supplements should be credited as early as June of this year. Earlier, the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, reported on the large-scale changes, and Prime Minister Yulia Sviridenko confirmed the government's readiness to carry out the pay reform.

The decision was made after a series of meetings involving the Minister of Defense Mykhailo Fedorov, the Minister of Finance Serhiy Marchenko, and the Chief of the General Staff Andriy Hnatov. Zelenskyy expects that the effectiveness of the implemented changes will become evident as early as this summer.

### Expanding Opportunities for Volunteers

In addition to internal reforms, the authorities plan to expand opportunities for recruiting foreign volunteers. The President has ordered to open more recruitment mechanisms for foreigners wishing to join the Ukrainian army.

It is also planned to simplify the procedure for transferring military personnel between units and create additional opportunities for career growth. The Ministry of Defense will present details of all adopted decisions in the near future.
