# A New Face of War: Zelenskyy Creates Joint Rapid Reaction Forces under the Command of Dmytro Voloshyn

The Armed Forces of Ukraine (AFU) are undergoing massive structural changes. Ukrainian President Volodymyr Zelenskyy has signed a decree establishing a fundamentally new formation — the Joint Rapid Reaction Forces. This structure is intended to become the technological core of the army, uniting assault units, artillery, and unmanned systems into a single fist.

The initiative is aimed at addressing accumulated problems in the sphere of assault operations. According to the head of state, the reform will affect not only tactics but also personnel issues and the system of troop management. As part of these changes, law enforcement agencies have already begun procedural steps aimed at optimizing the work of assault groups.

### The Key Figure of the Reform

A combat commander, Hero of Ukraine Dmytro Voloshyn, has been appointed as the commander of the new forces. Currently, the brigadier general heads the 8th Corps of the Special Operations Forces. Zelenskyy confirmed that he personally discussed this task with Voloshyn and is confident in his ability to ensure the development of new combat capabilities.

The new formation is being created to increase the potential of the AFU in both defensive and offensive operations. The main goal is to ensure the most rapid response on the front and adapt the army's structure to modern challenges of war.

### Strategic Tasks and Next Steps

The President has instructed the Cabinet of Ministers, the Commander-in-Chief of the AFU, and the General Staff to implement measures to create new forces within the Ground Forces. It is also planned to work out the issue of possibly granting the Joint Rapid Reaction Forces the status of a separate branch of the armed forces.

This step becomes part of a broader military strategy. Earlier, Zelenskyy signed a decree to create a special command for long-range influence on Russia, the task of which is to exert global pressure on the aggressor country in response to war crimes. The head of state notes that regular strikes by the AFU exacerbate economic problems in the Russian Federation, including the fuel crisis, which, in his opinion, forces even the inner circle of the Russian leader to realize the need to end the conflict.
