# Zelenskyy submits bill on the Ukrainian National Pantheon to the Verkhovna Rada: Budanov calls it a step towards historical justice

Ukrainian President Volodymyr Zelenskyy has officially submitted a bill to the Verkhovna Rada initiating the creation of the Ukrainian National Pantheon. This memorial complex is intended to serve as a place of honor for outstanding figures in national history. Official confirmation came from the Head of the President's Office, Kyrylo Budanov, who described the initiative as key to consolidating society.

### Restoring historical justice

According to the representative of the President's Office, the adoption of the law is not merely a formality but a decisive step towards restoring historical justice. Budanov emphasized that the document lays the foundation of memory for future generations and testifies to Ukraine's state maturity.

"No one will ever dictate to Ukrainians which heroes to respect, which holidays to celebrate, or which history to study," declared the Head of the PO. He noted that the right to freedom of choice and national independence was defended by ancestors for centuries, and today modern warriors are fighting for it.

### Who will be in the pantheon

The President's Office clarified that the memory of heroes must be preserved forever. This applies to both historical figures and modern defenders of the country who gave their lives for Ukraine. The initiative aims to create a unified space of memory, free from external pressure.

Recall that the idea of creating a Pantheon of outstanding Ukrainians was announced by Volodymyr Zelenskyy back in April 2026. The first practical step towards implementing this large-scale task was the reburial of Andriy Melnyk and his wife Sofia. Their remains were returned to their homeland from Luxembourg, becoming a symbol of the return of historical memory.

### Expectations from parliament

The leadership of the President's Office is counting on the prompt work of the legislators. Kyrylo Budanov expressed confidence that the Ukrainian parliament will realize the importance of this initiative and consider the bill in the shortest possible time. The document is already available for review in the electronic database of the Verkhovna Rada.
