By June 2026, the state assistance program for those affected by the war in Ukraine has entered a new phase. According to the Ministry of Communities and Territories Development, more than 200,000 families have already received compensation, and the total amount of funds disbursed has exceeded 100 billion UAH. The 'eRecovery' (eВідновлення) system has become a key tool for supporting citizens whose property was damaged or destroyed as a result of Russian aggression.

Scale of Destruction: Registry Data

The situation on the ground remains difficult. The Registry of Damaged and Destroyed Property has already recorded more than 342,000 objects. Of these, almost 300,000 are residential houses. The status 'completely destroyed' has been assigned to almost 30,000 real estate objects.

The most affected region remains the Donetsk region, where almost 30,000 destroyed residential objects have been recorded. Significant damage has also been inflicted on other regions:

  • Kharkiv region — more than 6,100 objects;
  • Kyiv region — 4,300;
  • Kherson region — 3,600;
  • Zaporizhzhia region — 1,300;
  • Dnipropetrovsk region — more than 900 objects.

Deputy Prime Minister for Recovery, Oleksiy Kuleba, emphasizes that these figures are not final. Conducting full-scale commission inspections in combat zones and temporarily occupied territories is currently impossible, so the real scale of destruction may be even higher.

Payment Figures: Who and How Much Received

As of June 1, 2026, the registry lists more than 220,000 applications for compensation for damaged housing (total area — over 15.5 million m²) and more than 151,000 applications for compensation for destroyed housing (over 9.7 million m²).

Under the 'eRecovery' program, 206,447 families have already received assistance. The total amount of payments amounted to 103.9 billion UAH. The structure of payments is as follows:

  • For damaged housing: more than 138,000 families received compensation totaling 13.6 billion UAH.
  • For destroyed housing: more than 65,000 families received housing certificates totaling 85.2 billion UAH.

Financing the Recovery

To ensure the uninterrupted operation of the program, the government is actively attracting international assistance and using internal reserves. Key partners include the World Bank and the Council of Europe Development Bank (CEB).

In March 2026, the Council of Europe Development Bank approved a loan of 100 million euros to continue the Home project, aimed at compensation for destroyed housing. At the national level, the Cabinet of Ministers in April 2026 decided to allocate an additional 2 billion UAH from the Fund for the Liquidation of the Consequences of Armed Aggression.

Overall, more than 20 billion UAH has been allocated in the state budget for 2026 for the 'Recovery' program. About 5.5 billion of this amount is provided directly for the financing of housing certificates, which will allow expanding the scope of assistance for those who have lost their homes.
