Ukraine is losing the ability to transmit key signals to the American authorities at the highest level due to the absence of a permanent ambassador in the United States. This was warned in an interview with RBC-Ukraine by former Ukrainian Ambassador to the US and the UN Volodymyr Yelchenko, emphasizing the existing diplomatic costs.
The Role of the Embassy and Diplomatic Protocol
The diplomat noted that the Ukrainian diplomatic mission in Washington continues to function normally and remains one of the largest in terms of personnel. However, the vacant position of the head of the agency imposes strict limitations on the format of interstate interaction.
According to generally accepted international protocol, only an ambassador extraordinary and plenipotentiary has the right to hold meetings at the highest level. Individuals in any other status will not be received at the highest level by Washington officials, creating certain obstacles under current conditions.
Personnel Issues and Presidential Trust
Yelchenko drew special attention to the representative function of the ambassador, who acts not just as the head of the diplomatic mission, but as the official representative of the head of the Ukrainian state. The figure in this post must enjoy the absolute trust of the president.
This is necessary for transmitting confidential signals, extremely restricted in circle and crucial during wartime, to the top leadership of the United States. Earlier, Ukrainian President Volodymyr Zelenskyy stated that Deputy Head of the Presidential Office Pavlo Palisa could be a good ambassador to the US, but he declined the offer.
Significance of Diplomatic Representation for Bilateral Relations
The lack of full leadership at the Ukrainian embassy in the US directly affects the promptness and confidentiality of strategic communication. Amid the cooling or formalization of contacts with the current Washington administration, the delay in appointing an ambassador deprives Kyiv of tools for direct and informal influence on political decision-making.
