The Government of Ukraine has decided to significantly simplify the procedure for obtaining educational benefits for children of veterans. The corresponding changes, aimed at reducing bureaucracy, were approved by the Cabinet of Ministers and announced by the country's Ministry of Defense.
Extract from the registry instead of an ID card
The key innovation lies in changing the package of documents required to confirm the right to a benefit. Now, an extract from the Registry of Veterans is equated to an ID card of a participant in hostilities (IDPH) in certain situations. This decision concerns the granting of preferences when applying to institutions of professional, specialized pre-higher, and higher education.
Previously, a physical ID card was often required to confirm status. Now, children of veterans, female veterans, as well as victims of the Revolution of Dignity have the right to choose: they can provide either the classic ID card or a current extract from the state registry.
How to obtain the document and verify its authenticity
The Ministry of Defense has clarified the mechanism for obtaining the new extract. If the document is requested by the child of a veteran themselves (provided they are under 23 years of age) or their legal representative, a certificate of student status must be attached to the request. This certificate is requested from the Unified State Electronic Database on Education (ЄДЕБО).
An important aspect of the innovation is digital verification. The extract from the Unified State Registry of Veterans now contains a unique electronic identifier. This allows educational institutions to instantly verify the authenticity of the provided data, eliminating the need for paper cross-checks.
Reducing bureaucracy
The department emphasized that the new extract contains additional useful information that was previously unavailable or required separate requests. An official representative of the MOD noted that the state continues to eliminate unnecessary bureaucracy where technically and legally possible to simplify the lives of citizens.
These changes come into force in the context of the current academic year and will be relevant for applicants planning to enter colleges and universities, including those planning to study in 2026. Previously, the authorities had already explained the conditions for applicants from temporarily occupied territories and the general rules for granting benefits to children of military personnel.
