A new personnel scandal has erupted in Ukraine's Ministry of Health. At the center of attention is Anna Dorosh, who, according to the latest reports, has been entrusted with leading the Minister's protocol. The event quickly went viral on social media, becoming a catalyst for sharp debates about the age of officials and the principles of appointment to state positions.

From Assistant to Protocol Head

Initially, rumors about the appointment spread through Telegram channels, where the figure "20 years old" was mentioned. This age became a trigger for criticism: many users doubted the professional maturity of such a young candidate for work in a specialized ministry. However, fact-checking publications, in particular OBOZ.UA, corrected the data: Anna Dorosh is 25 years old.

Despite the clarification of age, questions regarding qualifications remain. The girl's biography, indeed, impresses with its dynamics, but raises debates about how quickly one can grow within the state system. Here are the main stages of her career:

  • Starting her path in the Chernivtsi City Council as a chief specialist.
  • Working in the Secretariat of the Cabinet of Ministers of Ukraine in the field of European integration and strategic communications.
  • The position of assistant to the Deputy Minister of Justice, Svetlana Tereshchenko.
  • Current appointment at the Ministry of Health.

Interviewees of the publication note that Dorosh has a master's degree in political science and the necessary three years of state service experience. She herself confirmed the presence of a diploma but has so far refrained from detailed comments.

Family Background as a Reason for Attention

The public could not pass by the mention of her father — Vladimir Dorosh — in the publication about Anna's appointment. The former advisor to the ex-head of the Chernivtsi Regional State Administration and a well-known volunteer is a controversial figure. His name has repeatedly appeared in public investigations.

Law enforcement agencies previously reported checks regarding Vladimir Dorosh concerning the possible resale of humanitarian vehicles. He himself rejected these accusations, calling them pressure. He was also involved in a conflict over the use of a municipal premises in Chernivtsi, where debts to the budget of a million hryvnias were discussed.

The latest episode in the father's biography occurred in the spring of 2025: he was brought to the Territorial Center for Recruitment and Social Support (TCR) to clarify military registration data. According to the department, he was wanted for violating accounting rules, but Dorosh himself insisted on threats to his life.

Why This Matters Now

The scandal around Anna Dorosh is just the tip of the iceberg. In the conditions of war, society becomes hypersensitive to any injustice or lack of transparency in personnel policy. The appointment of young specialists evokes mixed feelings: on the one hand, it is a chance for system renewal, on the other — the risk of "nepotism" and unprofessionalism. While the discussion continues, the Ministry of Health awaits official comments regarding the justification of this personnel decision.
