The investment in the project is estimated at $1.4 billion. The island, located in a strategically important position at the entrance to the Vlorë Bay, previously functioned as a military base, which defines the specifics of the future infrastructure.

The island covers an area of about 1,400 hectares. The territory is known for its untouched wildlife and unique ecosystem. Since the site was previously used by the military, all autonomous infrastructure, including power and water supply systems, is being built from scratch. This highlights the scale and the high degree of exclusivity of the future complex.

The project concept goes beyond that of a standard elite hotel. Experts and observers have already dubbed it an "Ark for the Rich," emphasizing the closed nature of the location and its orientation towards clients seeking maximum isolation. However, statements regarding the environmental focus of the construction have drawn criticism from European organizations.
