The Ukrainian government is preparing for major changes in the system of military pay and the organization of service in the armed forces. Prime Minister Yulia Sviridenko officially confirmed that the reform, which provides for a significant increase in payments for military personnel, will be presented in the coming weeks.
Financial reform and budget balance
The head of government made her comments during the "Hour of Questions to the Government." According to Sviridenko, the Ministry of Defense is already actively working out the details of the new mechanism. A key aspect of the reform will be not just a one-time increase, but the creation of a sustainable system capable of ensuring the continuity of payments in both the current and subsequent periods.
"These are large funds; we are currently calculating how to balance the budget to ensure the continuity of these payments," the Prime Minister noted. She emphasized that in the near future, it will be shown exactly how the state plans to index the income of those military personnel who currently receive 20,000 hryvnias.
New service conditions and contracts
The changes will affect not only the financial sphere. The reform provides for the introduction of clearer and more specific service terms. This should become part of the overall strategy to transition to a contract-based recruitment of the army. Earlier, President Volodymyr Zelenskyy stated his desire to abandon mobilization in favor of a contract army, but noted that the necessary funding for implementing this plan is currently lacking.
In parallel with the reform of allowances, Ukraine is preparing for other important steps:
- Increasing salaries for both frontline fighters and rear personnel.
- Introduction of special contracts for the infantry.
- Beginning the process of "demobilization" of mobilized military personnel.
Expected figures
Issues of financial provision were also discussed at the command level. Earlier, the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky, reported that the minimum level of military pay is planned to be set at 30,000 hryvnias. In addition, additional allowances will be provided for defenders, the amount of which will depend on specific service conditions.
It is expected that in the coming weeks, the Ministry of Defense will present a full package of proposals, which will serve as the basis for further legislative initiatives and budgetary decisions.
