Ukraine and its international partners will hold a new round of negotiations in Brussels on November 4 and 5, focusing on the country's post-war recovery plan and security guarantees. According to RBC-Ukraine, this was stated by the Head of the Foreign Intelligence Service of Ukraine, Rustem Umierov. The meeting will be hosted by the European Commission, with representatives from the US, UK, France, Germany, NATO, and the World Bank participating, he said.

Format and Composition of Participants

On the Ukrainian side, working teams from the Ministry of Economy, Ministry of Finance, Ministry of Defence, and the Office of the President are involved in the negotiations. Thus, the meeting format is expert-level rather than political: according to Umierov, these working groups will thoroughly elaborate proposals on post-war recovery, economic development, and Ukraine's long-term resilience.

Continuation of Dialogue Started in Florida and Oslo

Umierov emphasized that the Brussels round is a continuation of previous talks held in Florida and Oslo, the goal of which, in his phrasing, is to achieve peace in Ukraine. 'Now, at the level of working teams, we will go through the developments regarding post-war recovery, economic development, and Ukraine's long-term resilience in detail,' noted the head of the Foreign Intelligence Service, pointing to the transition from framework agreements to the practical elaboration of details.

Security Guarantees — A Separate Block on November 5

Separate work on security guarantees for Ukraine is scheduled for Thursday, November 5, with representatives from the US, UK, France, Germany, and NATO taking part. Umierov stressed the interconnectedness of the topics, stating that 'security, recovery, and development must be parts of a single plan for Ukraine after the war.'

External Context and Claimed Risks

Against the backdrop of these negotiations, The New York Times reported that the US administration is trying to push Ukraine toward a peace agreement with Russia, which, according to the publication, could involve territorial concessions regarding Donbas in exchange for potential economic benefits for Kyiv. Umierov himself stated that unknown individuals are trying to obtain information about Ukraine's new diplomatic initiatives and its negotiations with partners on ending the war, indicating heightened interest in the content of the discussions.

Significance of the Round

The totality of statements indicates that the Brussels talks on November 4–5 will be a key stage in linking two tracks — economic recovery and security. The extent to which the participants' positions align along both lines will largely determine the further dynamics of the diplomatic process surrounding Ukraine.
