A scandal is brewing in Volyn regarding the circumstances of a traffic accident in which, according to preliminary data, employees of the Territorial Recruitment and Social Policy Center (TCC) were involved. The incident occurred on the Ustyluh – Rivne highway and attracted public attention due to video footage published on the internet.
Witnesses' version: dangerous chase
Footage has circulated online allegedly showing a civilian car being pursued by official vehicles of the TCC and the Support Service (SS). According to witnesses, the driver of the civilian car, trying to escape the pursuit, lost control of the vehicle, drove into the ditch, and overturned onto its roof.
The situation has caused a stir as the video shows maneuvers that could have posed an immediate threat to life and other road users.
Ombudsman's reaction: demand for legal assessment
The Office of the Ombudsman of the Verkhovna Rada of Ukraine in the Volyn region immediately reacted to the incident. Maksym Shkleda, the regional ombudsman, sent official inquiries to the Volyn Regional TCC, the Military Law Enforcement Service, and the Main Directorate of the National Police.
The letters raise the issue of conducting a thorough investigation of all facts presented in the published materials. The ombudsman emphasized that the circumstances under which the civilian vehicle overturned are a cause for serious concern. The issue is not only about compliance with traffic rules but also about people's safety and the possible violation of their rights.
TCC's position: driver lost control
The Volyn Regional TCC and SS have provided their version of events, which differs radically from the one formed based on the video recordings. According to official data, on May 30 in Vladimir, police officers stopped the car for a document check. During the check, it was found that the driver was wanted for violating military registration rules.
As stated by the TCC, after the arrival of the notification group, the citizen attempted to leave the place of detention in his own car. According to the agency's version, while driving, the driver simply lost control, which led to the car driving into the ditch.
Representatives of the TCC categorically deny the fact of pursuit, blocking, or other actions that could have provoked the accident. They claim that the accident was a result of the driver's own actions.

Currently, the man has been detained by the police. Law enforcement agencies continue to establish all the circumstances of the incident. As a result of the investigation, all participants in the events will receive a corresponding legal assessment.
