Depending on the chosen program and the combination of co-financing tools, city authorities are ready to cover up to 99% of the cost of necessary upgrade works. Experts note that the key condition is the initiative of the residents themselves, who must unite, form a clear modernization plan, and submit applications on time.
Municipal programs and financing mechanisms
According to the Kyiv City State Administration, more than 2,000 residential buildings in the capital have already successfully used municipal assistance programs. There are cases where buildings participate not for the second, but for the fourth time. According to First Deputy Head of the KCGA Petro Panteleev, this has allowed certain buildings to achieve complete autonomy for two days. There are 5 different programs operating in Kyiv, some available only for HODs and housing cooperatives, while others are open to any building.
Combining tools and long-term planning
One of the most effective strategies is combining financial instruments. For example, using the Revolving Fund together with the "70x30" program allows residents to minimize their own investments. Kateryna Chervynska, Deputy Director of the Kyiv Housing Modernization Fund, explains that municipal programs are tied to the budget, so applications for the next year must be submitted in advance.
Real cases and prompt preparation measures
The practical experience of Kyiv high-rises demonstrates the high efficiency of this approach. For example, in a Podil district building, two inverters were installed for about 2M UAH, a significant portion of which was compensated by the city. In the Solomianskyi district, residents pay only 3 UAH per square meter per month for modernization. Basic energy-saving measures can also be carried out promptly using Revolving Fund loans.
