The construction company "Kalmius", linked to the business circle of Ivan Fedorov, the head of the State Agency for Restoration and Development of Infrastructure of Ukraine, has received state contracts worth 2.14 billion hryvnias following his appointment. These conclusions were reached by journalists from the "Nashi Hroshi" publication in their investigative report, the details of which are published by leading Ukrainian media outlets.
Scale of State Contracts and New Agreements
According to the investigators, over the year and a half of its existence, "Kalmius" has managed to secure contracts worth approximately 5.6 billion hryvnias through the Prozorro system. A significant portion of this amount, specifically 2.14 billion hryvnias, accounts for agreements signed after Ivan Fedorov took charge of the agency. One of the largest recent contracts was awarded in Zaporizhzhia Oblast, which Fedorov previously headed as the regional state administration chairman.
The project involves equipping anti-drone protection over the roads of Zaporizhzhia Oblast, with an expected cost of around 1.1 billion hryvnias. According to journalists, this contract was awarded to the company without competitive bidding. The project entails installing protective metal structures, specialized nets, and wire tensioners.
Price Comparison and Classified Energy Contracts
During their analysis of the documentation, the investigators noted a significant difference in the cost of similar works across different regions. In particular, installing supports and mounting protective netting in Zaporizhzhia Oblast is approximately three times more expensive than comparable contracts in Kharkiv Oblast, while installing metal wire tensioners exceeds Kharkiv pricing by about one and a half times.
Additionally, without tender procedures, "Kalmius" received two major orders for protecting energy facilities in Dnipropetrovsk Oblast, each valued at 515 million hryvnias. These agreements are being implemented under resilience plans without open bidding via Prozorro, and detailed information about them is concealed, making it impossible to verify building material prices through open sources.
Company Background and Links to Melitopol Business
The company "Kalmius" was registered in Zaporizhzhia in 2025, with Danyil Sandyriev listed as its owner. Notably, the firm received its first state contract just two weeks after official registration. Subsequently, the enterprise regularly began winning major tender lots in the region.
The authors of the investigation trace a direct connection between the company and other Melitopol-based structures. For instance, "Kalmius" cooperates with the construction company "Pozitiv", which was registered in Melitopol during Ivan Fedorov's tenure as mayor before the full-scale invasion, and later relocated its registration to Zaporizhzhia. Reports also indicate equipment rentals from "Morena СК", a company featured in a Bureau of Economic Security criminal proceeding regarding the alleged embezzlement of fortification funds, where former Melitopol City Council deputy Serhii Bilovol is named as the primary suspect.
Significance of the Investigation and Future Outlook
The published data regarding billion-hryvnia contracts once again draws public attention to the transparency of budget allocation in the construction and infrastructure sectors. The situation surrounding the distribution of major contracts without open competitions raises questions for relevant agencies regarding the need for strict control over pricing and compliance with competitive procedures in critical restoration projects.
