The war has left thousands of homes damaged or completely destroyed, and the state, together with international partners, has established two main channels of financial support for victims. The first is the state program «eRestoration» (єВідновлення), which provides owners with funds for repairs or compensation for lost housing. The second is the international Register of Damage for Ukraine (RD4U), which records claims for compensation for damage caused by Russian aggression. These two mechanisms perform different functions and do not mutually exclude each other: a person can use both simultaneously.
What the eRestoration Program Covers and Who is Eligible
The program covers apartments, private residential houses, as well as garden and dacha houses damaged as a result of Russian aggression after February 24, 2022. Payments for damaged housing are available under several conditions: the property must be located in unoccupied territory where active hostilities are not taking place, and it must be restorable. To participate, it is necessary to have confirmed ownership rights to the property; if information about the housing is absent from the State Register of Property Rights to Immovable Property, it must first be entered.
Amount of Payments and Procedure for Using Funds
The amount of compensation depends on the nature of the damage. Accrued funds are credited to a special «eRestoration» card at a partner bank of the program and can be used for construction materials and repair services from program participants. If the compensation amount does not exceed 200,000 hryvnias, it must be spent within 12 months. If the payment is larger, within 18 months, with the first tranche to be used within 12 months.
If Housing is Recognized as Destroyed
In cases where the property is deemed destroyed, the owner can receive a housing certificate for the purchase of new housing or monetary compensation for building a house on their own land plot. The housing certificate is valid for five years from the moment of receipt.
International Register of Damage (RD4U): What It Is
A separate mechanism is the international Register of Damage for Ukraine, created to record claims for compensation for damage caused by Russian aggression. It includes not only damage and destruction of housing, but also other types of losses: forced displacement, loss of a job or business, harm to health, death or disappearance of loved ones, damage to non-residential real estate, and other losses. As of September 30, 2026, all 43 categories of applications are open in the Register: 21 for individuals, 11 for legal entities, and 11 for the state of Ukraine.
How to Submit a Claim via Diia
The application is submitted via the Diia web portal in the section «Reparations: International Register of Damage». It is necessary to select the appropriate category, describe the circumstances, and attach evidence. An application can be submitted even when not all documents have been gathered: in this case, available materials confirming the circumstances and consequences of the damage are added. The final stage is to sign the application with a qualified electronic signature. After submission, the application is reviewed by the Register Secretariat; if it meets the established criteria, the Register Board makes a decision to include it in the database, and the applicant receives a notification of the result via Diia.
What Inclusion in the Register Means — and What It Does Not Mean
It is important to understand that entering an application into the Register does not yet mean the assignment or payment of compensation. The Register records the claims of victims, while responsibility and the amount of compensation are to be determined by the future International Claims Commission for Ukraine. After its establishment, the applications entered into the Register will be transferred for further consideration.
Combining Mechanisms and Additional Support
Since «eRestoration» and the international Register of Damage perform different functions, applying to one of them does not preclude submitting an application to the other. A person can receive state compensation for damaged or destroyed housing and at the same time submit a claim for compensation to the international Register — including even after receiving a payment under the «eRestoration» program. In addition, victims can apply for financial assistance to local authorities: separate support programs operate in communities, the conditions of which can be clarified in the executive committees of city, settlement, and village councils or in local Administrative Services Centers (TsNAP). Additional support is provided by public and international organizations.
