Cosmolot, a licensed online gambling operator (Spaceiks LLC), has completed its operational update process and returned to full operation in the Ukrainian market, ensuring the availability of all key services. This is reported by RBC-Ukraine, citing the company's press release. According to the operator, it is currently operating without operational restrictions, participating in the testing of the State Online Monitoring System (SOMS), fulfilling its tax obligations, and continuing to implement responsible gaming programs and charitable projects.
From the First Legal Casino to One of the Industry's Largest Taxpayers
The Cosmolot brand began operations in 2021 and was positioned as the first legal online casino operator in Ukraine. Over several years, the company has become one of the country's largest licensed operators. As of the end of 2023, Spaceiks LLC paid 2.4 billion UAH in taxes, making it one of the largest taxpayers in the gambling industry. It was precisely this scale of market presence that determined the level of regulatory attention to the company's activities in the following years.
Tax Claims and Their Resolution
In April 2024, Cosmolot's operations were effectively restricted due to tax claims from the state. According to the company, by August 2025 the issue of the additional tax obligations had been resolved: the operator paid approximately 180 million UAH. Cosmolot emphasizes that this was the first case in the Ukrainian gambling market in which an operator voluntarily resolved such a legal issue with the state, which the company interprets as confirmation of its responsible approach to doing business.
Change of Ownership and a New Five-Year License
In November 2024, Cosmolot was acquired by the American company Nevada Gaming Holding, marking a change in the ownership structure. In January 2026, the company obtained a new five-year license for the organization and conduct of casino gambling games over the Internet — the license dated January 28, 2026, was issued on the basis of PlayCity Agency Decision No. 11-R of January 14, 2026. During the licensing process, the regulator verified the ownership structure, sources of capital, financial capacity, compliance with compliance requirements, and the absence of ties to the aggressor state and sanctioned persons.
Attempt to Revoke the License and Judicial Protection
In April 2026, following an unscheduled inspection, PlayCity decided to revoke the license of Spaceiks LLC and apply penalty sanctions. The company appealed this decision to court, noting that shortly before the unscheduled inspection it had passed a scheduled inspection that found no violations of legal requirements regarding the conduct of settlements or any other violations that could lead to license revocation or fines. The court granted the motion for security of the claim and suspended PlayCity's decision pending the final hearing of the case on the merits, allowing the operator to continue operating under its valid license.

In its press release, the company characterizes its position as a full resumption of operations without restrictions and emphasizes the "voluntary" resolution of tax disputes. At the same time, the same materials indicate that a decision to revoke the license and apply penalty sanctions was issued against the operator, and the corresponding court case on the merits has not yet been concluded — the regulator's decision has only been suspended by the court's protective measures. Thus, the public formulation of "full resumption" coexists with an unresolved regulatory-judicial dispute over the status of the license. Moreover, most of the quantitative and evaluative details (tax amounts, the nature of the resolution, the "first case" status) come from the company's own statement and are not confirmed by an independent source.
Current Status of the Operator
According to Cosmolot, after completing all legal and operational procedures, the company has fully resumed its operational activities: services are available, tax obligations are being fulfilled, and work is ongoing within the framework of SOMS testing and responsible gaming programs.
