Court arrests former heads of Mukachevo TCC for illegal removal of thousands of men from military registration

The Uzhhorod City District Court of the Zakarpattia region has selected detention without bail as the preventive measure for two former heads of the Mukachevo Territorial Center for Recruitment and Social Support (TCC and SP). The court's decision marked the culmination of the large-scale special operation "Honest Conscription," conducted by the State Bureau of Investigation (SBI) jointly with the National Police.

Large-scale corruption scheme

According to the investigation materials, the former heads of the TCC and their subordinate are suspected of organizing the illegal removal of military personnel from military registration on health grounds. SBI operatives established that officials created a corruption scheme that allowed them to "write off" men from registration for money, exempting them from mobilization. As part of the investigation, the circumstances of the destruction of more than 1,100 personal files of citizens who were illegally removed from the registry are being checked.

Obstruction of the Armed Forces of Ukraine

The actions of the former officials are charged with obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period. This crime is classified under Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine. The investigation believes that the illegal removal of people from registration was committed by a group of persons by prior conspiracy, which caused significant damage to the country's defense capability under martial law.

Restoration to registration and mobilization

As a result of the work of the investigative bodies, some of the men illegally removed from registration have already been restored to the registry and sent for a repeat military-medical examination (MME). According to the SBI, many of these citizens were recognized as fit for military service and have already been mobilized. This indicates that the scheme of the former heads of the TCC was aimed at artificially creating the status of "unfit" for actually healthy conscripts.

Contradictory data

During fact-checking, discrepancies were found in the figures announced in different reports. In the initial reports, RBC-Ukraine reported that officials had unjustifiably removed at least 1,577 people from registration, of whom 1,142 were allegedly removed on health grounds. At the same time, in more recent statements by the SBI, the figure of "more than 1,100 personal files" that have been destroyed is mentioned. The difference may be due to the fact that some files were not destroyed but forged, or the data is being clarified during the further investigation. It is also unclear how many of the men restored to registration have already been sent to the front and how many are at the stage of passing the MME.
