The Pension Fund of Ukraine (PFU) has announced strict criteria under which citizens may be denied a housing subsidy in 2026. The department warned that the assessment of household welfare will become more thorough and listed specific grounds for refusing financial assistance.
Large expenditures and excess real estate
One of the main filters will be the family's financial activity over the last year. A subsidy will not be granted if any member of the household has made a large purchase or financial transaction exceeding 100,000 UAH within the last 12 months.
Owners of excess housing are also at risk. Refusal will follow if the family owns more than one apartment or house. However, the law provides exceptions for specific cases where owning multiple real estate objects does not indicate high income.
Savings and transport
The PFU also drew attention to citizens' savings. The presence of significant savings — more than 100,000 UAH in bank deposits or in internal state bond obligations — will be grounds for refusal of payment.
An important criterion is also motor transport. Assistance will not be received by those who own a new car (less than 5 years since the year of manufacture) or multiple cars. At the same time, the law makes exceptions for owners of inexpensive motorcycles, as well as for those who received transport through social protection authorities or are parent-educators in a family-type children's home.
Incomes and debts
Financial discipline also plays a decisive role. Refusal will follow if an able-bodied person has no official income or has not paid the Unified Social Contribution (USC) in full.
Furthermore, alimony arrears are recorded in the Unified Register of Debtors. If the debt on alimony payments exceeds three months, the subsidy will not be granted. Exceptions are provided for special categories of citizens: those missing in action, missing persons, persons with confirmed addiction, as well as those under house arrest or in places of deprivation of liberty.
Previously, experts noted that the decision to grant a subsidy could be influenced by the citizen's ownership of a land share. It is also reminded that a subsidy can be applied for online in just 30 minutes, but not everyone receives assistance automatically — some categories of citizens must personally contact the PFU to complete the paperwork.
