Starting July 1, a series of major innovations will come into force in Ukraine, affecting various spheres of life: from the fuel market and logistics to education and citizen safety. Among the key changes are the transition to a new petrol standard, updated rules for sending parcels to the European Union, the launch of electronic cabinet registration for applicants, and the mandatory evacuation of residents from border villages in the Chernihiv region.
New E10 Petrol Standard: Harmonization with Europe
From the first day of July, a new fuel standard — E10 — will come into effect at all gas stations in Ukraine. This means that up to 10% bioethanol will be added to the petrol. The transition from the previous E5 standard to E10 is part of the process of harmonizing the Ukrainian fuel market with European norms, which have long been applied in most EU countries.
As explained by the director of the A-95 consulting group, Serhiy Kuyun, previously European manufacturers had to create separate batches of E5 petrol specifically for the Ukrainian market. This required additional tanks, separate logistics, and increased supplier costs. Now, fuel for Ukraine and EU countries will become virtually the same product, which will simplify procurement, optimize logistics, and in the long term may contribute to price stabilization.
The expert emphasizes that a significant increase in fuel prices is not expected: adding bioethanol may increase the cost of petrol by only 50–70 kopecks per liter — less than 1%. In the future, this difference may disappear completely once the market adapts to the new standard.
Petrol containing up to 10% bioethanol is safe for most modern cars. For some older models, only minor adjustments to the fuel system may be required.
Changes in Sending Parcels to the EU
From July 1, European Union countries will begin to gradually introduce new rules for processing commercial parcels, including shipments from Ukraine. The changes will affect sellers sending goods to the EU, as well as gifts worth more than 45 euros.
For some shipments, additional payments may appear: service fees, VAT (if not paid in advance), and other customs duties depending on the destination country. At the same time, Ukrposhta promises to automatically process the necessary payments so that senders and recipients do not have to go through customs procedures themselves.
Electronic Cabinets for Applicants
From July 1, registration of electronic cabinets for university applicants will begin in Ukraine. Through these platforms, applicants will submit applications, track their status, and receive information about the results of the competitive selection.
The Ministry of Education and Science notes that it is not necessary to register a cabinet on the first day the system launches. Applications for bachelor's degrees can be submitted from July 19 to August 1, and electronic cabinets will be operational until October 15.
This year, applicants can submit no more than 10 applications, of which a maximum of five can be for state-funded education, and the rest for contract-based education. Each application must be assigned a priority: No. 1 means the preferred option for admission. After submission, the order of priorities cannot be changed.
Fares for Schoolchildren and Cadets in Kyiv
From July 1 to August 31, schoolchildren in Kyiv will have to pay for travel on public transport, as free travel is valid only during the academic year. However, a 75% discount on travel passes will remain for students. They can be obtained via the "Kyiv Digital" app, EasyPay, the GIOZ website, or through self-service terminals.
Also, during the summer holidays, cadets of higher military educational institutions in the capital will lose the right to free travel.
Mandatory Evacuation in the Chernihiv Region
From July 1, mandatory evacuation of residents from 12 border villages in four communities of the Chernihiv region will begin. This decision was made by the Regional Defense Council due to the security situation. At the same time, evacuation will continue from another seven border settlements where it was previously declared.
According to regional authorities, about a thousand people, including 120 children, currently remain in these villages. The Regional Military Administration reported that evacuees will be provided with temporary housing, and the process is planned to be completed within two months.
Validity Period of the "National Cashback" Program
From July 1, unused funds accumulated under the "National Cashback" program will return to the state budget. Therefore, payments for previous months and June must be spent by June 30 inclusive. After this, the card will move to a new accumulation cycle.
