The restoration of destroyed infrastructure is one of the most painful and crucial processes for Ukrainian cities that have experienced occupation. However, in Bucha, a city that has become a symbol of tragedy and courage, the restoration process has been jeopardized by the actions of local authorities. Law enforcement agencies have announced suspicions of embezzlement of budget funds against one of the deputies of the city head.
The investigation established that the official used his position to illegally enrich himself at the expense of funds allocated for the repair of housing damaged during the Russian aggression.
Theft scheme: inflated estimates and signing of fictitious acts
According to the Kyiv Regional Prosecutor's Office, the incident occurred after the de-occupation of Bucha. The deputy city head initiated and concluded a number of contracts for the capital repair of roofs of apartment buildings that sustained damage during hostilities.
Investigators uncovered a detailed scheme of theft. During the execution of works, inflated prices for construction materials were intentionally entered into the cost documentation. Despite obvious discrepancies and overpricing, the official signed the acts of completed works. These documents became the formal basis for transferring state funds to the contracting organization, effectively becoming a channel for the withdrawal of funds.
Damages and qualification of the crime
Based on the results of conducted expert examinations and checks, the damage to the state is estimated at more than 3 million 164 thousand hryvnias. This is money that could have gone towards the real restoration of housing for residents who lost their homes due to the war.
The official is charged with embezzlement of property by abusing his official position under martial law conditions. The pre-trial investigation is ongoing, and law enforcement officers are working to establish all the circumstances of the case.
Bucha: from the tragedy of occupation to new threats
The events surrounding corruption in Bucha are taking place against the backdrop of the city's complex history. Bucha was under Russian occupation from late February to late March 2022. It was here that Ukrainian law enforcement agencies and international organizations documented numerous war crimes committed by Russian military personnel, including the mass murder of civilians.
A significant part of the city's housing and civil infrastructure suffered destruction and urgently needed restoration. In this context, the theft of repair funds is perceived particularly acutely, as a blow to public trust and an undermining of efforts to revive the city.
Furthermore, earlier this year, a terrorist act occurred in Bucha: explosions were heard near a multi-story residential building. As a result, two police officers were injured. The perpetrator of the terrorist act turned out to be a local resident to whom the Russian Federation's special services had promised a monetary reward. He was taken into custody. These events underscore that the city continues to remain in a zone of heightened attention and risk, where every step of the authorities must be transparent and responsible.
