Washington and Tehran have reached a breakthrough in negotiations, agreeing on a draft memorandum of understanding aimed at ending a large-scale military conflict. According to data received by RBC-Ukraine citing Al Arabiya English, the document, containing 14 key points, is scheduled to be officially signed this Friday in Switzerland.
The agreement envisages radical changes in regional security and the economy. The main condition is a complete and permanent ceasefire on all fronts, including the territory of Lebanon. The parties undertake to refrain from any hostile actions, threats, and the use of force against each other.
Demilitarization of the Region and Restoration of Shipping
The military aspect of the agreement includes specific deadlines and commitments for the withdrawal of troops. The Pentagon undertakes to withdraw its forces from regions adjacent to Iran within 30 days after the conclusion of the final treaty. Simultaneously, the US must lift the naval blockade of Iran within the same period, restoring shipping volumes to pre-war levels.
In return, Iran takes responsibility for the security of the waters: Tehran undertakes to clear the waters of mines and guarantee safe passage for merchant vessels from the Persian Gulf to the Gulf of Oman. Earlier, US President Donald Trump already announced the end of hostilities, noting that the Strait of Hormuz is opening for civilian vessels and the Iranian fleet is no longer being blockaded.
Economic Unblocking and Recovery Package
A separate section of the memorandum is devoted to the large-scale economic recovery of Iran. The US, together with regional partners, has pledged to develop a reconstruction plan for the Iranian economy with guaranteed financing of no less than $300 billion.
As part of the agreement, Washington agreed to fully cancel all types of primary and secondary sanctions. This applies to both unilateral US restrictions and resolutions of the UN Security Council and the IAEA Board of Governors. Until the full lifting of restrictions, the US Treasury will issue special licenses for the export of Iranian oil, petrochemicals, and banking services. In addition, Tehran will gain full access to its frozen assets abroad.
Nuclear Issue and Ceasefire Conditions
The issue of Iran's nuclear program is resolved through a mechanism of freezing and subsequent negotiations. In the text of the agreement, Iran officially confirmed that it will never create nuclear weapons. Until the signing of the final treaty, the principle of maintaining the status quo applies: Iran freezes the development of nuclear technologies at the current level, and the US promises not to impose new sanctions and not to increase its military presence in the region.
Details regarding the fate of already enriched materials are planned to be settled at the final stage of negotiations, which will last a maximum of 60 days. The final agreement must be approved by the UN Security Council by a binding resolution.
The American leader put forward a strict condition: the US is ready to immediately resume military operations if Tehran refuses to meet the requirements for nuclear disarmament during subsequent rounds of negotiations. Trump emphasized that discussions on the future of Iran's nuclear program will begin only after the ceasefire is legally consolidated.
