Against the backdrop of an acute shortage of air defense assets and intensified attacks from Moscow, the United Kingdom, together with several EU countries, has initiated the creation of an alternative to the American Patriot system. The main goal of the project is to reduce Ukraine's dependence on US supplies and to form an independent European shield.
The shortage problem and geopolitical maneuvering
The situation regarding the defense of the Ukrainian sky has worsened due to a lack of missiles for Patriot systems. According to sources, Moscow is using this factor to increase the intensity of missile and drone strikes on cities. In response to the critical shortage, President Volodymyr Zelenskyy previously appealed to Donald Trump to increase supplies of PAC-3 interceptors, but hopes for a quick solution through American channels have come into question.
It was this deadlock that became a catalyst for searching for a new solution. Zelenskyy put forward an initiative to create a fully European alternative to the Patriot system, which should meet the needs of both Kyiv and its Western partners, including the United Kingdom.
Division of labor: Europe and Ukraine
After negotiations with British Prime Minister Keir Starmer and NATO Secretary General Mark Rutte, the outlines of the future project became clearer. France, Germany, and London have taken on the commitment to support anti-ballistic capabilities. NATO, in turn, is to play a coordinating role, uniting the efforts of the alliance's member states.
A key element of Kyiv's strategy is the integration of its own defense industry into this process. According to information obtained by The Telegraph from Ukrainian sources, the plan provides for the following division of functions:
- Ukraine: will take over the production of the interceptor missiles themselves. Sources familiar with the coalition's plans confirmed that tests of these munitions are already underway.
- European partners: will provide the necessary radars, tracking, and guidance systems developed by leading European firms.
Timelines and prospects
Despite the intensification of diplomacy and the start of technical work, the question of the timeline for creating a fully operational system remains open. Experts note that creating an analog capable of competing in speed and interception efficiency with the PAC-3 missiles of the Patriot system is a complex and labor-intensive task.
Separately, it is worth noting the context of supplies from the USA. In 2025, Ukraine signed an agreement with American manufacturers for the supply of Patriot systems and missiles for them. However, according to the contract terms, receiving these systems before 2030 is possible only if a number of specific conditions are met, making the creation of a European alternative a matter not only of politics but also of purely practical necessity.
