Ukrainian drivers will soon be able to forget about paperwork and long waits for the police at the scene of minor accidents. Valeria Koval, Deputy Minister of Digital Transformation, announced that the online European Protocol feature will launch in the 'Diia' app as early as this summer.
Digital Revolution on the Roads
Last December, the Ministry of Digital Transformation announced the launch of the service, and now specific dates have been set. According to Valeria Koval, the team is targeting mid-summer. Currently, the ministry is actively collaborating with colleagues from the MTSTU (Medical and Technical Insurance of Automobile Transport of Ukraine) to perfect the service.
"This summer is supposed to be very active in terms of various service launches. You know, I recently thought about the number of new services that are effectively released in 'Diia' every week," the official noted in an interview with RBC-Ukraine.
Koval emphasized that while the introduction of a new service was a major event in 2019, it is now the daily work of the Ministry of Digital Transformation team. This directly demonstrates the level of digitalization in the country.
Saving Time and Nerves
The main goal of the innovation is to relieve drivers and the police. Currently, completing the European Protocol often turns into a stressful experience: accident participants fill out forms, wait for inspectors, and create traffic jams. In the future, the process will become transparent and fast.
"For citizens, this is primarily a saving of time and nerves. You don't wait for the police, you don't create traffic jams, and you can see the status of your request in real time. For the state, this is an optimization of police work, which can focus on more complex calls," explained the Deputy Minister.
How the Service Will Work
The new functionality will allow for the full cycle of completing a European Protocol without calling the police in the event of a minor accident. The 'Diia' technology will take over the routine:
- The app will automatically pull all necessary data from state registries. This will eliminate the risk of errors during filling, which previously could lead to drivers being denied insurance payouts.
- Drivers will only need to add a few photos of the accident scene.
- Accident participants will agree on the information and sign the document using 'Diia.Signature'.
- The status of the application review can be tracked directly in the app, without unnecessary trips to insurance company offices.
Terms of Use
It is important to remember that the new service can only be used if certain conditions are met. The European Protocol applies when:
- There are no injured persons in the accident.
- Only two vehicles were involved.
- Both drivers have valid insurance policies.
- The drivers are sober.
- The participants have reached an agreement regarding the circumstances of the accident.
Recall that the Cabinet of Ministers of Ukraine approved the resolution allowing the launch of this service back in December last year. It was previously reported that starting from the first quarter of 2026, drivers will be able to record accidents without calling the police and without any paperwork — directly at the scene of the incident.
